4. Matters arising

1.      Sutton Oaks seat – There were no known problems since the last meeting

2.      Resurfacing of estate roads – Complaints had been forwarded to Highways; still loose gravel in centre of roads

3.      58 Chester Road – Reply from CBC – keeping property under observation

 

 

 

 

5.  Meeting dates

1.      Holidays – Due to holidays of Chairman and Clerk agreed:

  • T&P – 14-10-04 cancel
  • Finance – 21 –10-04 and Council 28-10-04 – both meetings to be held on Thursday  04-11-04

2.      CAD – Kinderton – Chairman RCP and Clerk to monitor need for a public meeting and to liaise with KO regarding progress of planning application at CCC

3.      M6 Forum – Tuesday 28-09-04 –RCP unable to attend so AW and DES to attend together with anyone else available

4.      Training – CBC – 26-10-04 Clerk unable to attend – DES,IMM and RCP to attend

7. Training update

1.      Clerk had undertaken one session with new members

2.      IMM made presentation to T&P on Vital Villages project

3.      Clerk had prepared note on abbreviations used and relevant personnel regularly dealing with the Council

8. Amenities & Planning

1. Leisure centre JMC – Meeting to be held on 20-09-04 – items agreed for discussion – Clerk to pass them to Tony Parr at CBC

2.  Cranage update – Meeting of parties with landscape architect to be held on 29-09-04

 

3.  Next meeting – Items agreed for inclusion in agenda

9.  Traffic & Planning

1.      Public conveniences – Letter received from CBC re specification of new superloo – Clerk to complete and reply

2.      Aventis – Meeting with reps of Aventis before formal opening of meeting – main information proposed sale of older part of site.  Issues to be considered at next T&P, main areas of concern being:

·        Preservation of old Benger office block fronting London Rd

·        Environmental issues, esp traffic, arising from new operation on site

·        Unused Rhodia site

11.  Borough Council matters

Borough Councillors reported on the following:

1.      Local Plan – Employment site A54 – CBC Executive recommending adoption of Local Plan amendments excluding this site; no legal challenge. Some change in policies regarding developments adj. motorway junctions

2.      Dog fouling – Health risks to be advertised

3.      Superloo – Progress being made.  Land acquisition to be completed by end of year

4.      Waste Strategy – CCC had given presentation – including incinerators

5.      M6 – Environment Review consider toll proposal detrimental to environment; other committees to consider

 

 

 

 

12. County Council matters

Comprehensive School car park – Residents concerned about lack or progress – Clerk to make enquiries

Resolved:

37821/3 – 22 Grassmere Drive – Extension – Object because extension is too large for the plot and size of existing building and out of keeping with street scene

37825/3 – 9 Capesthorne Close – Extension – No objection

Chairman reported on judging and proposed presentations.  Agreed Clerk proceed with arrangements

Next event would be Bridge Drive at Cranage Village Hall

Noted steps were being taken to deal with alcohol problems

 

 

 

 

17.  General correspondence

1.      Chester Rd / Middlewich Rd junction – Letter from Action Group suggesting mini roundabout – refer to T&P

2.      Press Officer – Letter from ACR indicating he would like to relinquish position of Press Officer (but continue to manage web site) – refer to next Council

3.      WJ Forshaw – Letter of resignation as Parish Councillor.  Clerk to advertise vacancy as required and report back to next Council

1.      Complaints – Clerk to deal with following:

·        HGV vehicles parked / queuing outside Land & Sea Depot Manor Lane – refer to Police

·        HGV’s using Sandiford Rd – refer to Police

·        Grass cuttings not being picked up on Chester Rd – refer to Highways but probably not included in contract

·        Dustbins not being returned to properties and blocking pavements – refer to Streetscape

·        Barrier on footpath and overgrown hedge between Sutton Oaks and Westway – refer to Kighways

·        McCarthy & Stone sign outside Lovell Court – refer to Planning

·        Toilets locked all day Sunday (last) – refer to CBC
