Recycling skips – Clerk waiting for feedback on recent discussions

Resolved:

36858/3 – 77 Ravenscroft – Conservatory – No objection

36886/9 – 40 London Rd. – Signs – Retrospective application; signs have caused comment that they are a distraction from adjoining pedestrian crossing due to lighting conditions in the area

6. Public conveniences

Noted CBC had approved project to replace public conveniences. Various sites being investigated. Clerk asked to obtain a plan showing location of proposed sites to avoid confusion

7. Village centre improvements

Clerk had had meetings with Louise Wallace (Conservation Officer CBC) and Roy Spicer (District Engineer) to get this scheme moving. Clerk to press for progress

8. Village centre – pedestrians

Issue of road safety for pedestrians crossing village centre discussed again. Agreed Clerk ask District Engineer to reconsider this area

9. CAD – Kinderton

Meeting programmed for 28-03-04 cancelled because of weather conditions. Clerk asked to pass on available dates

10. Adverse weather conditions

Clerk reported on some complaints about lack of attention to roads during recent snow and ice. Press reports indicated temperatures too low for effective gritting so no action could be taken

 
     

11. Local Plan

Committee considered proposed modification to Local Plan to reintroduce proposed employment site south of Middlewich Rd A54. Council had resolved to object. Committee authorised to formulate detailed objections. Committee considered draft objections prepared by Clerk and these approved subject to amendments to strengthen planning objections – Clerk to submit by 16-02-04

12. Library

Clerk had contacted Leader of Council and all Councillors for Congleton Divisions and two had responded favourably. Agreed Clerk also approach Cranage Goostrey and Twemlow PC’s

13. Brookfield Drive parking

Complaints still being received – Clerk to remind Joint Highways of Council’s request for a review of restrictions to a timed basis

14. M6 Motorway

  1. RCP reported on meeting which he had attended which dealt with strategies once widening had taken place
  2. Committee considered local concern about improvements to Junction 17 (Sandbach) and proposed alternative routes – esp. Congleton to Sandbach via HC and Middlewich. Clerk had requested discussion of this matter at next CBC "At Home" but rep. Of Highways Agency had declined to attend. Agreed Clerk to discuss at "At Home" and then to consider writing direct to Highways Agency and to MP
  3. Chairman also knew of Police Motorway Patrol Officer who would be willing to assist

15. Police problems

Police had lost £7000 contribution to skateboard facilities because of delay. They would be issuing press statement. In meantime had offered to meet Council on evening of Finance Committee. Agreed this not an appropriate meeting and some CBC involvement would be preferable. Clerk to contact Tony Potts and Steve Jones

16. Annual Parish Meeting – agenda items

Agreed following should be included:

  1. CAB
  2. Police
  3. Report on CAD - Kinderton

17. Members items

  1. Bus services – Chairman gave details of cuts in services but not affecting HC directly
  2. Car parking – Concern expressed about surface of new car park; also markings on Health Centre car park which restricted patient parking to 7 spaces and would have impact on new car park. Clerk to refer to CBC
  3. Lighting complaints – Clerk to press for action on following areas:

  • junction Bramhall / Moreton Drive
  • Victoria avenue
  • Edenhall Close (electrical fault)
