4. Matters arising

  1. Public conveniences – Letter received from Lovell Court Residents Assoc. complaining about location of 2 sites adj. Parkway; also complaining about lack of Council attention to recycling skips. Clerk to write and detail Council action taken and where complaints should be addressed
  2. Employment site on A54 Middlewich Rd – Considerable concern expressed that CBC Executive had approved site for inclusion in Local Plan; recommendation to Full Council on 25-03-04.

Agreed:

  • TJH be requested to oppose proposal - he confirmed he would do so
  • Clerk to write to Chief Exec. CBC asking for recommendation to be rejected or deferred for further discussion
  • Chairman and IMM to contact Councillors known to them

5. Planning applications

Resolved:

37045/3 – 28 Hawthorne Close – Extension – Concern that extension out of keeping with shape of existing property and adjoining properties and occupies too much of the length of the garden

No objection to the following:

37033/3 – 2 Balmoral Drive - Extension

37034/9 – Clocktower Manor Lane – Non-illuminated signs

37039/3 – 102 Macclesfield Rd – Extension

Clerk also reported application by CBC for extension to car park at Cranage playing fields

6. Holly Lodge

  • 44 people had attended public meeting earlier in evening
  • Nobody in favour of application and general opposition on various grounds
  • People had been asked to write letters of objection to CBC before planning committee on 30-03-04; although optimism that application would be refused now warnings given about future of site and appeal
  • General view that homes for young people an important feature of village requirement
 
     

7. CAD – Kinderton

  • Clerk had attended meeting of CAD on 11-03-04 when meeting informed that original planning application refused
  • Further application expected soon – two major differences had bee suggested:

  1. Access direct from A54 rather than off Pochin Way
  2. Capping of lagoons in Middlewich to be omitted

  • If correct this would mean all land directly affected by application would be in Vale Royal; none in Congleton
  • Concern expressed about attitude of VRBC and opportunity being taken to lobby various officers and members of VRBC
 
     

8. Forward Plan

Clerk gave details of issues discussed at Finance on 19-02-04. Preparation of design brief for Cranage playing field project being used as first step in plan preparation

9. Library

No further information available about programme for expansion but Clerk pressing Alan Bell for information. Clerk to report back as soon as possible

10. Hermitage School

YDM and TJH reported on road safety meeting:

  • Unfortunately poorly attended but good meeting
  • "Walking bus" proposal to proceed
  • Major concern over removal of school crossing patrol from Macclesfield Rd to Goostrey without consultation; Clerk to write to CCC

11. Joint Highways

Clerk had obtained update on issues being considered by Joint Highways and agreed Clerk press for progress and appropriate action on all items

12. M6 Motorway

  1. Road works had started on junction 17; traffic problems had not been as bad as expected on most approaches to Sandbach but there was increased traffic in HC and Middlewich and on A54
  2. RCP reported on considerable debate at Joint Highways on this issue
  3. ACR confirmed Inspector from Motorway Police willing to assist on this or other problem issues
 
     

13. Police problems

  1. General discussion on various policing issues and concern that skateboarding issue should be handled in a different way
  2. Agreed community need feedback on working of CAT
  3. TJH reported on discussions over behaviour of young people attending youth club
  4. Inspector Jones had asked for opportunity to speak about ASBO’s at APM. Agreed Chairman and Clerk should have meeting with him to discuss agenda issues
