4. Planning applications

Resolved:

04/0276/FUL – Extension – HC Methodist Church – No objection but attention needs to be given to car parking, loss of trees and need for substantial landscaping

04/0285/FUL – Alterations 24 Bromley Drive - No objection

04/0321/FUL – Change of use from public open space to private garden – 8 Cavendish Way – Strong objection because it is a normal requirement for public open space in any residential development and it should be preserved as such

04/0324/FUL – 3 West Way – Extension – No objection

5. CAD - Kinderton

1.      Banks had replied to points raised by CCC and to some objections

2.      Meeting of CAD arranged for 02-12-04 – Chairman agreed to attend and County Councillor KO to be invited.

3.      Urgent consideration required as to:

·        Consultants

·        Timetable

6. M6 Forum

1.      DES gave brief report of last meeting – notes / minutes to be circulated

2.      Because of poor attendance appointment of officers deferred to next meeting – 11-01-05

3.      Resolved: DES be confirmed as Councils rep

7. Aventis site

1.      Members considered points raised after meeting with reps of Aventis; site now on market; little prospect of building being listed in foreseeable future

2.      In view of concerns about environmental issues and office building agreed Clerk seek views of CBC

8. Police problems

Following points noted:

·        Recent significant arrests

·        Police visit to Comprehensive School

·        Positive efforts to increase numbers

 

 

 

 

9. Toilets

Clerk had asked for CBC to provide a plan with a view to Village Volunteers providing a proposed layout for this area – Clerk to report back

10. Library

1.      Update received from CCC – existing building on piles so extension will have to be same – implications on design and cost which need to be resolved

2.      Meeting arranged for 30-11-04 – reps (IMM and DES) to attend and report back

11. Village centre im-provements

1.      Members discussed how progress could be made with scheme – Highways to be pressed to proceed with preparation of plans

2.      Concern about new access to Nat West Bank which would not fit in with proposals

12. Chester Road / Middlewich Road junction

1.      Members considered proposal submitted by Action Committee

2.      Agreed improvements at this point should be supported but advice of Highways required

3.      Also proposed pedestrian crossing on Middlewich Road to be taken into account

13. Knutsford Road

1.      Width of pavement – Problems of vehicle parking on pavement and restricting width on Safe route to school to be referred to Police again

2.      Leaves – not being swept up properly – only covering half pavement Clerk to report to Highways

3.      Footpath from George & Dragon car park opposite Methodist Church – Agreed support for Methodist Church proposal to form a proper footpath

4.      Litter from recycling skips – to be referred to Steve Jones of CBC

14. Middlewich Rd Playing Field Footpath

Agreed owner of 28 Bessancourt could have access over footpath to erect new fence provided no access to footpath formed

3.      Zebra crossing – Urgent attention required to lighting problems

4.      Leisure centre main hall heating – Complaints re poor heating to be referred to Tony Parr of CBC – caused people to leave HC Singers concert

5.      Youth Club – Concern expressed about notices distributed throughout village for table top sale – refer to committee
