Done in PSP 7

Open up a NEW IMAGE any size you like and make it a BLACK BACKGROUND.
Add a NEW LAYER.
Go to your COLOR Palette picki a COLOR you would like for your text if you want it one SOLID color make the FOREGROUND/BACKGROUND colors the same. If you would like if OUTLINED in a different COLOR pick 2 Different Colors.
<~~One Color <~~ 2 Colors

Click on you TEXT TOOL Icon .
Then Click on your BLACK IMAGE.
Choose the type of FONT you would like to use and the size.
Then click on OK.

This is what mine now looks like:

As you can see there are marching ants around my name.
To get rid of them go to SELECTIONS, SELECT NONE.
Now go to EFFECTS, EDGE, DILATE.

Now go to EFFECTS, BLUR, BLUR.

Then go Back to EFFECTS, BLUR, BLUR MORE.

Yours should look similar to mine.

Now Go back to your COLOR PALETTE. Switch your colors.
Make sure the BLACK is in the BACKGROUND SPOT.

Click on you TEXT TOOL Icon .
Now leave the settings the exact same as the first time.
Click OK.
Now line your Current TEXT with the one you did at the beginning making sure you center it directly over the first Text.
This is what mine now looks like.

Then Go to SELECTIONS, SELECT NONE to get rid of the MARCHING ANTS.
Go to LAYERS, MERGE, MERGE VISIBLE.
This is what mine now looks like.

Now you can decorate it up with tubes or whatever you like.
I Made 2 TAGS BELOW.
One is using 2 COLORS and one is not.

The one above is done with 2 COLORS.
The One below is done with 1 COLOR.
