How to apply

LIBI-Flushing starts classes every two months and applications are accepted on a rolling basis. To apply, please call 718-939-5100 to make an appointment for an interview with an admissions representative and financial aid counselor. For limited-speaking applicants, Cantonese, Mandarin, Korean, and Spanish translation is available.

 

Admission requirements

1. LIBI accepts applicants who :
· have completed high school or achieved a General Equivalency Diploma (GED); and
· score 130 or above on the Career Programs Assessment Test (CPAt)*
LIBI requires evidence of high school completion as indicated below.

2. *An applicant whose first language is other than English, and who, as a consequence, cannot meet the CPAt requirement may still matriculate in programs but must simultaneously enroll in English as a Second Language (ESL) classes. Non-credit ESL classes are offered in conjunction with credit-bearing classes during the early semesters. The ESL program begins at the intermediate level, and, accordingly, applicants must score at least 31 (raw score) on the written Combined English Language Skills Assessment test (CELSA) to qualify for admission on this basis.

 

 

Admission procedures

1. All applicants complete an application form and are interviewed by an admissions representative.

2. If the interview demonstrates sufficient interest in, and understanding of, the mission and objectives of the desired course of study, the applicant is invited to take the CPAt test, or, for applicants whose primary language is not English, the CELSA test.

3. If test scores qualify the applicant for admission into the program of interest, the applicant is accepted for matriculation and arranges for official documentation of high school completion to be forwarded directly to LIBI from the high school. If the official transcript does not arrive before the start of classes, and the student has unofficial proof of graduation, the student signs an attestation of high school graduation. In cases where no documentation is available, the attestation is notarized and proof is provided that a transcript request has been sent. Transcripts in languages other than English should be translated.

4. Test scores are also used to determine the need for ESL or development English classes. This is described in the next section.

 

 

Placement in ESL or developmental classes

1. Developmental English: English-speaking applicants scoring below 140 on the CPAt may be required to take a developmental English class (ENG 001) prior to taking College English. Exceptions, usually based on prior higher education, may be made at the discretion of the Academic Dean.

2. ESL placement: LIBI has two levels of ESL classes. Applicants scoring between 31 and 33 (raw score) on the CELSA test are placed in LIBI's first-level ESL classes. Applicants scoring 34 or higher on the CELSA are placed in second-level ESL classes.

3. ESL placement exceptions: English language skill is multidimensional, with oral, aural, writing, and grammar components. Applicants who meet test score qualifications for the second ESL level, may be advised to start at the first level if there are significant deficits in oral or other skill areas. Similarly, students who fall below the test cut-off for the second level may petition, or be advised, to be placed in this level if certain skills, e.g. listening/speaking, are particularly strong. The Test Administrator will make such recommendations for approval by the Academic Dean. An interview, student interests, and prior education are among factors that may be considered.

 

 

Advanced standing and transfer credit

1. New enrollees may petition for exemption from courses based upon prior education. The Academic Dean makes these determinations based upon official transcripts, or unofficial transcripts pending receipt of an official transcript.

Additional requirements

1. All new enrollees must provide evidence of immunization against Measles/Mumps/Rubella.

2. LIBI is authorized to accept foreign students using I-20 (F-1) visas. Special requirements have been established by the U.S. Justice Department's Immigration and Naturalization Service (INS). Contact the Amissions Office at 718-939-5100 for further information.
