At the screen with Rayden in the sky enter X CIRCLE TRIANGLE R1 R1 R2 R2 R1 R1 PRESS START. When the menue block appears with the word Kombat in it, press Up and you'll see a blue question mark. Press a button to access this, and you will be at the Cheat Menu.
