Minors' drinking in Mexico targeted for crackdown

TUCSON - Minors who have found it more difficult in recent years to observe a timeworn border tradition of traveling to Mexico to drink could have an even tougher time if an Arizona legislator has his way.

Increased enforcement by Mexican police has pushed bar owners in Nogales, Sonora, to more rigidly check IDs. Law-enforcement officials in the Arizona border communities of Nogales and Douglas have also set up special operations on unannounced weekends to enforce a 2002 law that made it illegal for those under 21 with alcohol in their systems to cross back into the United States.

Now, lawmakers are considering Senate Bill 1064, which would allow a city, town or county to adopt an ordinance enabling a police officer to prevent minors from entering Mexico.

The proposal is modeled after a project used at the San Diego-Tijuana border that resulted in a 40 percent decrease in the number of underage border-crossers from 1997 to 1999, according to Senate research.

"It's a tool that is pretty effective in stopping these younger kids from going across and drinking," said Sen. Robert Cannell, D-Yuma, sponsor of the recent legislation.

Crossing into Mexico, where the legal drinking age is 18, has long been a draw for high school and college students who can't legally drink at bars in the United States.
