A veteran Gilbert police officer died early Sunday of injuries he received when his motorcycle was struck by a car driven by a Tempe man, police said. Court documents show that the suspect in the accident has a history of traffic and alcohol violations.
Officer Rob Targosz, 37, died of multiple injuries. He was the first officer killed on duty in the Gilbert department's 86-year history.
Targosz was in police uniform when the collision occurred about 6:25 p.m. Saturday at Apache Boulevard and Price Road in Tempe. At the time of the crash, he was on his way to work a DUI detail.
He was a 12-year police veteran and was named Gilbert officer of the year in 2003.
The driver, Tyler Gary Fahlman, 20, was tracked down and arrested at his home hours after the crash. He was arrested on suspicion of manslaughter and leaving the scene of an injury accident.Blood-alcohol test results are not yet available.
He has at least seven court cases involving driving infractions during the past four years, three of them involving drunken driving or underage consumption.
Police said Fahlman and passenger Ryan Moore, 20, fled on foot after their Ford Mustang ran a red light and smashed into Targosz.
"Our organization has lost a brother and friend who was also a loving husband and son," Gilbert Police Chief Tim Dorn said. "Our community has lost a dedicated and professional police officer who had a passion for removing impaired drivers from our roadways and serving his community."
The officer died a day before today's Arizona Peace Officers Memorial Service at Wesley Bolin Memorial Plaza in Phoenix.
"Rob has taken thousands of drunks off the roads in Arizona through the course of his career," Sgt. Andrew Duncan said. "Obviously, this is a shock to the Gilbert Police Department. We are small enough that we are still an extended family, still on a first-name basis."
Duncan said counselors are working with grieving members of the police force, and the department is reaching out to Targosz's widow and other relatives. Targosz was recently married.
"We'll see what we can do to help the family get through this," Duncan said.
Tempe police said Targosz was thrown from his motorcycle, which became embedded in the Mustang's grill and burst into flames. Witnesses reported that the car's driver and passenger climbed out a window and fled on foot without stopping to check on the injured officer.
As the investigation was under way, police said, Moore returned to the scene and identified himself as the passenger. He submitted to a breath test, which showed a blood-alcohol content of 0.121 percent, police said. Moore was booked into Tempe City Jail on a misdemeanor violation of being a minor with alcohol in his system. He was released early Sunday morning.
Investigators located Fahlman around 8:15 p.m. at his residence, the University House at Tempe, a student apartment complex about a half-mile from the accident on Apache Boulevard. A police news release says Fahlman exhibited signs of impairment and "admitted to police that he was the driver at the time of the collision."
Records from Scottsdale and Tempe municipal courts show Fahlman as a defendant in a half-dozen cases. Details could not be obtained Sunday, but docket information posted online show that Fahlman:
- Attended Alcoholics Anonymous meetings as a result of a September 2003 violation for consuming alcohol as a minor. He had the conviction set aside.
- Pleaded guilty to underage alcohol consumption in 2003 and had his license suspended. A separate case indicates he served jail time in connection with drunken driving and false statements to a law officer, but the charges were dismissed as part of a plea deal.
- Was cited at least four other times since 2002 for traffic offenses, most recently in March of this year. That case is pending.
Tempe Sgt. Dan Masters was unfamiliar with Fahlman's driving record. However, he said prosecutors may seek additional charges against Fahlman and could upgrade the manslaughter to a second-degree murder charge if warranted by the suspect's history and other factors.
At a news conference Sunday afternoon, Gilbert's Sgt. Duncan said Targosz regularly took part in the Arizona Peace Officers Memorial Service.
"Rob participated in that memorial service every year, and now, unfortunately, Rob will be part of that memorial," Duncan said.
Targosz had no children. Funeral arrangements have not yet been planned.
