Joe Graham Post 119 is the largest American Legion Post in Mississippi. Each year,
several High School boys in their Junior Year are sponsored by Post 119, local Civic
Groups, and even individual sponsors. However, historically we receive
more requests for participation than the current funding allows.

What is Boys State...and what can it do for me?

Boys State Creed

"American Citizenship is my most priceless possession. I believe in the Constitutional form of Government of the United States of America which guarantees me as a Citizen equal opportunity, equal educational rights, and the right to worship God as I choose. It is my obligation to participate in and contribute my effort to the Civic and Political welfare of my Community, State and Nation.  I resolve to learn and understand Government and the Civic needs of my Community and I hereby dedicate myself to the task of arousing and maintaining a like interest in my fellow Citizens.  Therefore, may the experience of Boys State be ever with me as a reminder of my obligation to God and Country."

Boys State General Information

American Legion Boys State is among the most respected and selective Educational Programs of Government instruction for High School Students. It is a Participatory Program where each Participant becomes a part of the operation of his Local, County and State Government.

Boys State has been a program of The American Legion since 1935 when it organized to counter the Fascist inspired Young Pioneer Camps. The program was the idea of two Illinois Legionnaires, Hayes Kennedy and Harold Card, who organized the first Boys State at the Illinois State Fairgrounds in Springfield.

During American Legion Boys State programs, participants are exposed to the rights, privileges, duties, and responsibilities of a franchised Citizen. The training is objective and practical with City, County and State Governments operated by the Students elected to the various Offices. Activities include Legislative sessions, Court proceedings, Law Enforcement presentations, Assemblies, Bands, Chorus and Recreational Programs.

High School Juniors are selected by local American Legion Posts to attend the program. In most cases, expenses associated with attending this program are paid by a sponsoring American Legion Post, a Local Business or another Community-based Organization.

American Legion Boys State is currently conducted in 49 Departments of The American Legion. Hawaii does not conduct a program. As separate Corporations, Boys States vary in content and method of procedure, but each and every Boys State adheres to the basic concept of the program...that of teaching Government from the Township to the State level.

American Legion Girls State

The American Legion Auxiliary sponsors a similar program for Young Ladies called Girls State. For more than 50 years, the American Legion Auxiliary has provided Citizenship Education for America's female High School Juniors.

Boys States and Girls States vary in content and method of procedure, but each and every Boys State and Girls State adheres to the basic concept of the program...that of teaching Government from the Township to the State level. Links to the American Legion Auxiliary Girls State program is provided below, along with additional links.

Boys State General Qualifications

Eligibility and Selection

The American Legion has established certain qualifications for prospective Boys State Citizens. Following are the recommended guidelines that are employed by most American Legion Boys State programs.

  * Only males who have successfully completed their Junior year of High School and have at least one more semester of High School remaining are considered eligible to participate.

  * Any boy who has previously attended an American Legion Boys State is not eligible to attend a second session.

  * Only boys with outstanding qualities of Leadership, Character, Scholarship, Loyalty and Service to their Schools and Community should be considered.

  * In the actual selection of boys as Citizens of Boys State, merit and ability alone are the basis for selection.

  * American Legion Boys States are in compliance with Federal Handicap Laws. Most programs require a medical/parental consent certificate signed by a Parent and a registered Doctor.

  * The selection process often differs in the various Departments of The American Legion.

  * The recommended method is for the School to recommend a list of eligible Candidates to the local American Legion Post. The Post would then conduct interviews and selects their representative(s) to the program.

Boys State Objectives

Boys State is a non-partisan program which encompasses the following objectives: To develop Civic leadership and pride in American Citizenship.

  * To arouse a keen interest in the detailed study of our Government.

  * To develop in the Citizens a determination to maintain our form of Government, primarily by bringing them to the realization of how great it is to be an American citizen.

  * To inculcate a sense of individual obligation to the Community, State and Nation.

  * To safeguard and transmit to posterity the principles of Justice, Freedom and Democracy.

Program Highlights

Boys State is a learning experience in practical Democracy.

  * Citizens learn the Political process through the election process for the Offices of the mythical 51st State.

  * Each Delegate is assigned to a Political Party which has no philosophy or platform until the Delegates develop one.

  * Delegates use the basic Laws and Procedures of the State of Mississippi as a guide for their week.

  * Speakers from all levels of Government provide valuable lessons for the Delegates.

  * Possibility to earn College credit through Community Colleges and your local School Board.

  * Use of the State Capitol by the Boys State Legislature and Cabinet add realism to the program.

  * A highly qualified Staff provides guidance and leadership.

  * Two Delegates will participate in Boys Nation held in Washington, D.C. in July.

What is Boys Nation?

Two outstanding representatives from each of 48 Boys States are called upon to represent their State at American Legion Boys Nation in Washington, DC. It is here that the young leaders, who had excelled at their respective Boys States, are introduced to the structure and function of the Federal Government. The program is held in Washington, D.C. during the month on July. All expenses are paid by The American Legion Boys Nation Program.

For more information on the Boys Nation program, visit the American Legion Headquarters Boys Nation Website

Political Organization

An effective Political Organization is created at Boys State to operate from the Local through the State level. The Government Organization provides for such features as City, County and State Elections.

The Citizens are organized into two Political Parties. The Nationalist and Federalist. In each Boys State City, half are Nationalist and half are Federalist. Each Citizen is pre-assigned to a Party, and roommates are from opposite Party. Each Political Party meets to establish its Platform and Candidates for State Offices.

Other Information and Facts

This is a voluntary program. It is not a sports camp. It is a highly structured instructional program in Local and State Government. We operate under a strict set of rules which must be accepted by each potential Delegate. Parents of Delegates need to understand how the program operates and what type of Students will be attending.

Although it is not a "Boot Camp", we do utilize moving about the Campus in a Military like manner in order to maintain Order and Discipline. We also conduct Roll Calls to make sure everyone is accounted for at all times.

Many traditions are found at Boys State. The American Legion Creed, "For God and Country", is taken very seriously. Each session is opened and closed with Prayer. The Pledge to The Flag of Our Country and other Flag Ceremonies are conducted.

We respect all Religious Beliefs. No one is forced to participate in any Religious or Patriotic Ceremony.

The American Legion Boys State program does not receive any Federal, State or other Public Funds. All monies are raised through the local Posts. Our Counseling Staff are all Volunteers.

Transportation

Transportation to and from the program is the responsibility of the local American Legion Post. Each District within The American Legion Department arranges Bus Charters or other means of transportation to and from the program. If a Delegate misses their Charter, it is their responsibility to arrive at the Boys State location at the appropriate time.

Sponsorships and Funding

American Legion Posts may solicit Sponsorships from other Organizations. Rotary, Kiwanis, Lions, Masons, Knights of Columbus and other Patriotic or Civic Organizations help sponsor Delegates to Boys State. All fees are paid by the local American Legion Post. Parents are not allowed to buy their Son's way into Boys State, and Parents of boys selected to attend Boys State will not be asked to pay the Registration Fee.

Medical and Physical Requirements

All Delegates must be able to actively participate in the program for the full week. A special Medical Insurance Policy covers Delegates at the program, but is excess to any and all other Insurance.

Applications

  * Applications are given out at the local High School by the Guidance Counselor or other individual who is working with the local American Legion Post.

  * Applications are also handed out at the local American Legion Post.

The above named student who attends your high school has been nominated to attend American Legion Boys State. The American Legion is dedicated to strengthening America. We believe there is no better way to this end than to work with our Nation's Youth in order to prepare them for the tasks they will face in the years to come. The American Legion through it's Youth Activities and Programs plays a leading role in the development of tomorrow's informed, responsible Citizens. The American Legion's Programs of Boys State and Boys Nation are our finest examples of Citizenship instruction for Youth.

Through the week-long program, the young Citizens learn how City, County and State Governments function by actually doing the job themselves. Eligibility for all Boys State Citizens requires them to be Juniors in High School, with one year remaining before graduation. This allows the young man the opportunity to apply his practical experience in Government to his Senior year in High School, and at the same time endorse and promote the program among fellow Students.

Before the above named Student will be able to attend, he must have a reference from a School Official who has access to his Disciplinary File. This young man will be given much responsibility and freedom during the week-long program, and it is imperative that he possess the Character and Integrity that will not require the attention of our Disciplinarian.

Who will I be with, and what will I do at Boys State?

Boys State is made up of about 350 young men who have just completed their junior year of high school. They are selected to attend Boy State by their local American Legion Post based on their leadership and character. They form the mythical state of Magnolia where they are divided up into groups of cities and counties.

Delegates learn how state and local government and elections work by campaigning for one of the many offices on the state, county, or municipal level and then actually doing the work that their real-world counterpart would do. They work on bills in their legislature and they work on economic development projects in their city, all the while competing against other delegates and cities.

This "practical experience" will allow the delegates to leave Boys State with a real-world understanding of democracy, from campaigning for office to the many dynamics of state and local government."

When you arrive at Boys State, you will be assigned to one of twelve Cities, and one of six Counties in the mythical State of "Magnolia". Each City is made up of around 30-35 Delegates. All assignments are made on a random basis, and no changes will be made. The Cities will compete against each other for "Best City". To win "Best City", the Mayor and Aldermen are charged with developing a Project as well as competing for Legislative Funding for such Project.

The Staff will assign you to one of two Political Parties in Magnolia...the Nationalist Party or the Federalist Party...or you could become on of several Independents who must choose a Party. The Parties must develop a Platform as well as a Slate of Candidates from Governor...all the way down to Sheriff of each County. Like real Parties, the Party Leaders have the duty of Campaigning and Strategizing for their Parties Candidates. In order for them to be successful, they must recruit as many Independents to their Party as possible.

You will be able to...

  * Ask questions of elected Officials when they address the Boys State delegation.
  * Participate in mock Trials,
  * Pass Laws in a Legislature,
  * Serve on a Newspaper staff,
  * Compete in Sports, and
  * Perform in a Talent Show.

Most importantly...

  * You will develop Friendships that will last a Lifetime!!!

Historical Sketch of Mississippi Boys State

Boys State was originated by the Illinois Department of the American Legion in 1934. The plan was adopted by the National Organization in 1945, and has since been put into operation in 49 States. Although Hawaii does not operate a program, it does send Delegates to attend the program of other States. American Legion Posts in the Panama Canal Zone, the District of Columbia, and Mexico in the past, have sent Delegates to Boys State in Mississippi.

The American Legion Department of Mississippi incorporated Magnolia Boys State on May 2nd 1939, and the first session was held in Jackson, Mississippi from June 11th through June 17th 1939...and every year thereafter except for 1943, 1945, 1949, and 1970.

In 1955, the name was changed from "Magnolia Boys State, Inc." to "The American Legion Boy State, Inc." Since the inception of Boys State in Mississippi, over 17,000 Delegates have attended these session. those chosen to attend have just completed their Junior year of High School, and possess the qualities of Honor, Character, Courage, Leadership, Service, and Discipline. Each local American Legion Post is assigned a quota by the Department Headquarters, and where this quote is more than one, the Post usually offers the opportunity of sponsorship to Civic Clubs, Churches, Schools, Boys State Alumni, Civic Leaders, Businesses, and other responsible Organizations. On occasion, when a young man is deserving but a sponsor cannot be located, he may be sponsored by his own family through his local American Legion Post or State Department. The cost to sponsor a delegate to Boys State in Mississippi is $250.

The American Legion Boys State program in Mississippi is recognized as one of the most outstanding and successful Boys State programs in existence. Mississippi's Boys State is known for it's leadership development and motivation, its dynamic and energetic Staff, and for the exceptional support the program receives from Legionnaires from across the State. Our Boys State was the first program in the Nation to include a"College and Military Service Information Day", where Representatives from every State College, University, various Branches of the Military, and Cadets from the United States Military Academies actually come Mississippi's Boys State to speak to the Young Men about Post-High School plans. It is not uncommon for Delegates to actually discover Scholarship opportunities while at Boys State.

Every year, the finest Young Men Mississippi has to offer attend American Legion Boys State. Through Boys State, these Young Men have the opportunity to meet, work, and form lifelong friendships with other Leaders from outside their own Communities. Delegates not only leave Boys State with a wealth of knowledge and understanding of how Government works, they are encouraged to use this knowledge to take on Leadership roles in the Community, State, and Nation. They are encouraged to get involved...and make a difference!!!

Some Examples of what Boys State Graduates Say

Randy Nelson  "I came from a really small High School. I was Class President, Class Favorite, had a 3.75 GPA, and held varsity letters in three sports. I guess I thought I was a pretty big deal! When I got to Boy's State, I found that everybody there was as sharp as I thought I was! Boys State really opened my eyes. I realized that I couldn't just cruise on my High School record. Boys State challenged and motivated me. Boys State prepared me for life outside my small-town High School"

Jeremy Colby  "I didn't know that I qualified for a scholarship until I met with the College Recruiters at Boys State. I was offered two Scholarships from two different Colleges."

Reggie Washington  "My favorite part of Boys State was the speakers. In one week, I actually got to talk with the Governor about the conditions at my school, and to a United States Senator about gun control. Me.....I actually had conversations with (Governor) Kirk Fordice and (Senator) Trent Lott!"

Ted Soberoski  "My family has been on the Mississippi Gulf Coast for over 100 years. I didn't even know anybody from the (Mississippi) Delta. To be totally honest, I was a little disappointed when I found out my roommate, Lonny (Guyton), lived on a farm and went to a small private school. We had nothing in common. As the week went on, we got to be great friends. We would stay up talking after lights-out. Lonny would explain Agri-business, as he called it, to me and I told him about shrimping. We both got elected top the Boys State Senate. Lonny helped me get my bill passed protecting Tidal Wetlands, and I helped Lonny pass his bill concerning labeling on pesticides. We're both going to (Mississippi) State next fall and plan on rooming together."

Lonny Guyton  "My Grand Daddy laughed when I called to tell him I was rooming with Mr. Biloxi High. Ted (Soberoski) is a cool guy and a super softball pitcher but he didn't know a pole bean from a soybean. Our interests and goals are different, but our values are exactly the same. I think we'll be friends for along time."

David Daughdrill  "The two guys set-up on each side of me at the State Science Fair were at Boys State with me. The C.Y.O. (Catholic Youth Organization) State President my Senior Year was my Boys State Governor. The R.A. (Resident Assistant) at my Freshman Dorm at Ole Miss went to Boys State with me. My Fraternity President went to Boys State with me. Go anywhere on this Campus (University of Mississippi) pick-out the leader of any organization, and if the guy is my age, he went to Boys State with me!"

Conclusion

Program Review

During American Legion Boys State programs, participants are exposed to the Rights, Privileges, Duties, and Responsibilities of a Franchised Citizen. The Delegate selection process is difficult. Only boys with outstanding qualities of Leadership, Character, Scholarship, Loyalty and Service to their Schools and Community are considered to be Delegates. The training is objective and practical...with City, County and State Governments operated by the Students elected to the various Offices. Activities include Campaigning, Elections, Legislative sessions, Court proceedings, Law Enforcement presentations, Field Trips, Assemblies, Bands, Chorus and Recreational Programs. Two outstanding representatives will be called upon to represent Mississippi at American Legion Boys Nation in Washington, DC. It is here that the young leaders, who had excelled at their respective Boys States, are introduced to the structure and function of the Federal Government.
