In the “Investia” Order No.1 was published in which The russian Militarywas allowed only to submit to the orders of the Petrograd and that they were under direct controlof The Petrograd. The petrograd soviet was forced to give up its power over t he soviets to The Provisional Government due to its lack of leadership.
The Provisional Government of the Duma demanded the abdication of the Emperor and replaced Nicholas II with grand Duke Mikhail Aleksandrovich. The Government began its rule by disbanding the Tsarist Police , gave the people the rights of freedom of the press, association, and opinion. The government also ended all discrimination against religious groups, and gave the state of Poland its Independence. Though the government gave its people freedoms they were unable to give the peasants their land. The provisional government was also unable to command fully and govern the people due to its lack of control over the military which was under the power of the Petrograd Soviet. There fore the power of the provisional government was only as much as the people gave them as astated by Aleksandr Guchov, “The Government , alas had no power, the troops, the railroads, and the post, and telegraph , are in the hands of the soviet. The simple fact is that the Provisional government exists only as long as the soviets permit it.”
The Bolsheviks led by Lenin attempted to overthrow the Provisional government in his April Theses. Though the April Theses did not bring about the change of power that Lenin had hoped for. The April theses however did result in the change of support for the Bolsheviks in which the Bolsheviks gained support of the peasants through slogans such as “All Power to the Soviets” and Peace, Land, And Bread”. Soon Lenin with the support of the Bolshevik party took control of the military through diplomacy and overthrew the Petrograd soviet and The Provisional government and soon took Moscow. At the Second Congress of the Soviets the people recognized the Bolsheviks as the leaders of the Soviet Union and the people.
