II. SEPARATION OF FUNDS 	

      A. The instructor retains the test fee minus the certification fee
 for USSA which is forwarded to USSA.  USSA then provides the certification 
and maintains the promotion records.
      B. The USSA certification fee should be split with 75 per 
cent to the instructor/tester and 25 per cent forwarded to USSA for certification
 and registration.

III. STRUCTURE OF THE RANK SYSTEM

      A. The organization is set up as a pyramid with three Grand Master Instructors.
      B. The ratio of instructors is as follows:
         1. Three Grand Masters for the United States
         2. One Grand Master equals three Masters equals
            nine Senior Instructors equals twenty-seven
    Basic Instructors

      C. Each level can promote as listed below:
         1. Basic Instructor can recommend up to first degree (USSA approves)
         2. Senior Instructor can recommend up to third degree (USSA approves)
         3. Master Instructor can recommend up to Senior Instructor (USSA approves) 
and promote to third degree
         4. Grand Master Instructor can promote up to Master Instructor and two or 
more can recommend for promotion to Grand Master Instructor (USSA approves)
