Background/History:
Raised in a typical upper-middle class, white collar childhood, Roone was exceptionally gifted in both academics and athletics. Upon graduating high school, he had his pick of baseball, football, basketball, or various academic scholarships. He chose to join the Army to serve his country. Unfortunately, the person most well aware of his talents was himself. He knew how good he was and was not the least bit shy to tell you. Although difficult to get along with, there was no denying his abilitiy to get the job done and done right the first time. Working his way up in rank and gaining a reputation that was equally good and bad, he was one of the candidates chosen for an attempt to re-create the Stars and Stripe Formula. He and Andrew Washington were the only sucessful test subjects. After being kicked out of the Protectors, Law Keeper had done some covert opps concerning super-powered enemies of the USA. When he heard of these two, he had the excuse to create a public team to act as an answer to the Protectors who clearly did not have America’s best interests at heart. Using his government contacts, he secretly put together the team. They told Roone that he was a born leader and the only possible choice for field leader. They had, of course, said the exact same thing to Andrew who had turned the position down. The team formed quickly and codenames were chosen. Roone decided that if he was to be the leader of the team and be the new American ideal hero, he should be All American 2, after the great hero of WW 1 and 2 and because he had been a high school All American in three sports. At no point did it occur to him to ask the still semi-active hero for permission. This led to an incident between the elder hero and Roone that ended with All American breaking AA 2’s jaw with a martial arts kick. Although the Overseers do good, they almost always come into conflict with super-hero teams especially the Protectors. A later encounter with the Protectors led to another fight that ended with Shadow Dancer, All American’s grand-daughter-in-law, breaking his jaw again. The last straw came when he was attacked by Death Commander, not because of some military prize or even a propaganda victory, but because even one of All American’s bitterest foes could not stand for the dishonoring of his name. Beaten within an inch of his life and left to contemplate what he had become, Roone realized that his ego had blinded him to his own faults and, almost as importantly, to those of Law Keeper. When he was healthy, he returned to the team with the intention of changing his name and changing the way the team was run. He had seen the error of his ways and was determined to make the Overseers a team he could be proud of. Law Keeper quickly undercut him, made him out to be a failure and a buffoon, and had him quietly honorably discharged before Roone fully realized just how much clout Law Keeper could generate. Now on his own, he took on the name "American Avenger" and made a couple of appearances before retiring. When Star formed the new Justice Avengers, he hired Roone as the team’s goverment liason and he kept his costume to act as a reserve member of the team.

Personality/Motivations:
His early days were full of misunderstandings and outright dislike due to his overblown attitude. His ego actually grew in response to what he thought was everyone else’s jealousy. After All American, Shadow Dancer, and Death Commander all beat him up for essentially being a jerk, it sunk in. He changed his attitude and his life for real and for good.
