Now that we've done AoD, it's Arrow's turn. Here is the list:

THIS IS TOO LONG, WHY SHOULD I READ IT?
Don't, if you don't want to. Just check for the section titles and read what you care about. Check the end for a recap on exactly what I'm looking for without using too many words to hurt your poor aching head. ;)

HOW DID I COME UP WITH THIS LIST?

I took the initial list from the first The Rank Project thread, and took everyones suggestions and formed a new list from everyone's opinions.

Fortunately, the list wasn't ambiguous enough to where I needed to make personal decisions between "tied" alliances to determine who'd be on the list or not. In cases where one alliance had three votes for it, and one against it, and another had two votes for it, and none against it, I chose the one with no votes against it.

WHAT NEXT?

Now that Part I is done (selecting which alliances are top 20), here is Part II.

In this phase of The Rank Project, I ask that you all leave suggestions on what alliances FROM THE ABOVE LIST should generally be ranked BELOW the alliance currently being evaluated (today, Arrow) on any top 20 list. Do not mention if you think someone is tied with Arrow, or above Arrow. Only say who you think should be below them. Name as many alliances as you want, from the list.

WHY ASK WHO IS BELOW ANOTHER ALLIANCE?

I'm hoping that by asking who would be BELOW Arrow, rather than above Arrow, this will avoid extraneous arguments about who is better, when all we really care about right now is who is generally agreed to be ranked in a certain relation to Arrow.

WHY NOT JUST LOOK AT OTHER RANKINGS AND COMPARE?

The reason why I don't ask for everyone's own ranking of alliances is because that will be too difficult to fairly determine where most people put which alliances. With the method I am using, hopefully certain biases will be avoided and it will be more apparent that most people put alliance XXX below Arrow, rather than most people ranked XXX about 7 or 8 where Arrow was ranked between 3-5, along with many other alliances.

SO, WHAT WAS IT I SHOULD DO NOW?

1) Look at the list in the first post.
2) Think about Arrow.
3) Think what alliances belong BELOW (not tied with) Arrow.
4) Post here what you came up with.

IF (and only if, please :)) you are in Arrow:
5) Also tell me your thoughts on why you think Arrow is good/bad.

Big Bob: TGA did have favorable mention by some, but so did the 20 alliances that made it. All the alliances on that list not only had as many (or more) nominations as TGA, but no one argued against them.

In cases of ties (e.g. 5 people nominate one alliance, 2 people say it shouldn't be on the list, and 3 people nominate another alliance and no one argues against it), I picked the one that had no one argue against it.

That way, theoretically, no one could argue "Hey, XXX doesn't belong there!" Only "Hey, XXX should be there!", and that type of complaint can be easily answered by "There's only 20 spots, and all those alliances had as much support, or more, as XXX."

The ultimate goal of this project is to find a ranking list that people can't really argue too much about (or, less arguing than over most rankings). At least not in the sense of "XXX should be over YYY, they've beaten them in war 3 times and are only a little behind in total net!" and someone else saying "But XXX has 150% their average net!", and someone else going "They have strong allies, no one would mess with them!"

At least this way, the rankings will somewhat reflect what most people are generally thinking, founded or not.
