Very little of Mr. Chiang's background is known.  He was employed by Nathan Bates as the head of his security/intelligence division at Science Frontiers.  He was skilled in many aspects of martial-arts, and, while maintaining an "unruffled" demeanour, he acted as 'muscle' for Nathan as well.  He was responsible for detaining Kyle Bates, and used his martial arts skills on the younger Bates in an attempt to gain the location of Resistance headquarters and the names of the leaders of the Resistance.  When Nathan Bates was accidentally shot by Ham Tyler and lay in a coma, Mr. Chiang, working with Charles, took control of the Open City.  When it became apparent that Nathan would recover from his wounds, Mr. Chiang planned to kill him.  Kyle Bates attempted to smuggle Nathan out of Science Frontiers, but they were confronted by Mr. Chiang.  Nathan threw himself in front of Mr. Chiang's bullet in order to give Kyle time to escape.  Kyle later returned to Science Frontiers and attacked Mr. Chiang.  In the ensuing struggle for Chiang's gun, the gun went off and Mr. Chiang was killed.
