Philip is the Inspector General of the Visitors, sent to Earth by the Leader to investigate the death of the Leader's Special Envoy, Charles.  Philip was, at one time, a Combat Master at the Visitor training Academy, but decided to focus on the law and is the Visitors Specialist in the Galactic Codes.  Philip is known throughout the fleet for his honesty and integrity.  When Philip first comes to Earth, he is consumed with the desire for revenge over the death of his twin brother, Martin, whom he believes was killed by Mike Donovan.  Philip eventually learns that Diana was responsible for Martin's death, and comes to embrace the cause of peace espoused by his late brother.  Philip joins the Fifth Column and is instrumental in getting important information to the Resistance, despite always having to walk a fine line with Diana and Lydia, who suspect his involvement.
