RIF General Assembly Decisions

PROTOCOL FROM THE GENERAL ASSEMBLY OF THE RENJU INTERNATIONAL FEDERATION
(RIF)
PLACE: Beijing, China
DATE: 26th of July 1999 (Part 1)

1. The President Tommy Maltell declared the General Assembly opened. Tommy
Maltell was appointed to be the chairman of the meeting.
2. Peter Jonsson was elected for the secretary of the meeting.
3. Elections of three persons for the signing of the protocol: Na Wei,
Hiroyuki Tatsutomi & Igor Sinyov. Three scrutineers: Anders Henningsson,
Norio Nishizono and Ants Soosorv.
4. The following persons had the right to vote:

5. Decision. Number of participants in the A-tournament:
World Champion - Kazuto Hasegawa
Japan - 3 players
Estonia - 2 players
China - 1 player
From Qualification tournament - 5 players
6. Chinese Taipei was adopted as a member of the RIF.
Uzbekistan was adopted as a member of the RIF.
The statutes from the new member federations must be sent to the President
as soon as possible, but not later than January 1 2000.

7. Decision. Members with the right to take part with three players in the
QT: Armenia, Azerbaijan, Byelorussia, China, Chinese Taipei, Russia, Sweden
and Ukraine.
Because Latvia did not use their right to have one player in AT, they can
also take part with three players in QT.
Members with the right to take part with one player in the QT: Estonia
Russia will take part with two personal places (PP) from the WC 1997.
If the number of players in the QT should be odd, China has the right to
have one extra player, in order to make the number even.
8. Decisions:
a) Hiroyuki Tatsutomi was appointed as the Referee Assistant during the WC.
He should aid the Chief Referee . However, all decisions are to be made by
the Chief Referee.
b) A Referee Jury was established. The members are: Artis Gaujens, Peter
Jonsson, Hideki Nara, Alexander Nosovsky and Peng Jian Guo.
The Referee Jury can not change decisions made by the referees if not the
decisions contradict with the RIF official Renju rules
Complains must be given in written form to Hiroyuki Tatsutomi the same day.
The complain fee is 100 yuan. If the decision of the Jury is in favour of
the player he will get back all the money. If the decision of the Jury is
not in favour of the player, he gets back 50 yuan. Should the case be that
the complain is unreasonable no money will be returned.
For a valid decision of the Jury at least three members of the Jury have to
be present.
c) During the QT Peter Jonsson, Norio Nishizono and Ants Soosorv will act as
additional Referee Assistants.
9. Decision: Na Wei apologized for not having the possibility to offer free
lodging for all participants. However, for the following members, the
following number of people (who are participating in the WC) will have free
lodging:
Russia for five persons
Estonia for 3.5 persons
Armenia for three persons
Uzbekistan for one person.

10. Decision: Number of participants in WT .
Russia 5 players
China 5 players
Japan 2 players
Chinese Taipei 2 players
Estonia 1 player

If the number of participants in WT should be odd, China has the right to
participate with an extra player, in
order to make the number of participants even.

11. Decision: The number of rounds in the BT and WT should be reduced to
nine. Round 1 will start on July 31 , 9 AM.
12. Decision: Additional rules for the WC 1999.
a) The time limits for the different tournaments. QT, 100 min/30 moves (59
and 60 are control moves). After that 10 min/10 moves. For AT, WT and BT 120
min (no control moves) and after that 30 min/30 moves.
b) If a player is late for more than 30 minutes, he will lose the game. (If
the player does not have a very good reason.)
c) It is not allowed to move a stone around the board while making a move.
If you touch an intersection by the stone, you have to make your move on the
intersection.
d) If the stone by accident is dropped on the board, the player who dropped
it may take it up again and put this stone where he intended to place it.
e) If you move a stone around the board (according to point c) you are
breaking the rules and the referee should be called upon. If you by accident
drop a stone, you will have a warning. If you get two warnings, the referee
will state that you are breaking the rules.
f) If you by purpose make disorder to the stones on the board, you will
lose.
g) Except for children below the age of nine, both players must record the
moves. If one player has less than five minutes left before a control move,
he is not required to record the moves. The player may ask the referee for
assistance of recording the game.
h) For AT: After the final round the players scores will be compared. If
they are the same, the defeated counterparts scores plus half of the draw
scores will be compares (Berger Coefficient). If it is still the same, the
standings will be decided by the internal game between the players
concerned. If it is still the same, a Blitz game will be added ( but only
for places 1-3 and 7). The time limit for the first Blitz game is 20 minutes
for each player. In case of a draw, the time limit for the second game is 10
minutes. In case of a draw, the time limit will be 5 minutes. In case of a
draw the 5 min game will be repeated until the winner comes out.
i) For BT, QT and WT. (Tie-breaking rules)
1) Points
2) Buchgolz coefficient (all opponents points are summed)
3) Berger coefficient (the defeated counterparts scores plus half of the
draw scores)
4) The points in round 2-9
5) The points in round 3-9
6) Etc, etc
13. Flash photographing is allowed only during the first 30 minutes.
Exceptions can be made for the newspapers, TV etc by Chief Referees
decision. (Only for AT, WT and QT)
14. All tournaments are public, but the referee can ask people to leave the
tournament room if they disturb the order.
15. After finishing the game, players are not allowed to analyse the game in
the tournament room.
16. No smoking is allowed in the tournament area.
17. The pairing in the Swiss System used.
1) first the pairing is decided, then the colour.
2) The pairing of the first round will be carried out according to the RIF
rating . For players without rating, their numbers will be decided by lot.
3) If two players who have different tentative number of Black games before
meeting, the player who has less Black games is the tentative Black player.
4) If two players have the same number of tentative Black games before
meeting, the player who has the smallest playing number is tentative Black
in rounds with odd numbers and the player who has the biggest playing number
is tentative Black in the rounds with even numbers.
18. If Armenia shows up with only one player, the QT goes on with an odd
number of players.
19. The President declared the first part of the General Assembly to be
closed. The second part will be held on August 4 1999.
