This image I scanned in from Wizard magazine highlighting a promotional image of the movie a few years back which, unfortunately never got made because of legal problems which have only recently been untangled. The actor goes by the name of Scott Leva and he was up for the role when Cannon films owned the rights in 1987. Sony now own the rights and are currently developing the new movie.

With Sam Raimi (Evil Dead, Darkman) up with the job of directing the new movie, here is a scoop from Aint it cool revealing who the villains will be. Note that this is just a rumour!

"And the evil that SPIDER-MAN will face will be... Hey folks, Harry here with Lo Wang reporting in. Lo Wang is an OLD TIME SPY... about 3 years for me so far. So... What he speaks should be considered as truth, as he has never... in all of that time steered me in the wrong direction. Plus I've had this confirmed by multiple sources of my own. As a result... Just get set... this'll be fantastic. I have laid my peepers on an internal document which states that the villains they are planning on using for the new SPIDER-MAN movie are his old nemeses Doctor Octopus and Green Goblin. This document is VERY recent, so this is not dated information -- it refers to where Raimi and the Columbia Pics are taking the screen story, apparently dumping the Koepp story altogether. Also, I can absolutely confirm for you (as if you needed it) that Raimi is locked in as the director -- nothing has been signed, but the paperwork is in process, and the deals have been finalized to help speed up his post schedule for The Gift. Contracts are never signed until the last minute anyway, so Raimi as director is for all intents and purposes a done deal, and the studio would pretty much have to fire Raimi at this point to take him off of it (and reimburse him in some way). So, odds are that "Directed by Sam Raimi" is the last of opening titles you will see on the silver screen when/if the flick comes out. So, that's the scoop."
