Yes...although there shouldn't be welfare or people to be "at greater risk for".

No. Children who receive an inadequate diet are at greater risk for health complications. There are some who would argue very strenuously (with some statistics to back it up) that children who receive an inadequate indoctrination in the teachings of Jesus Christ are more likely to end up in prison. Where does it end, David?

The fact that something...anything...poses "a risk to children" does NOT give the state carte blanche to intervene. The state's role is to protect the fundamental rights of individuals, "life, liberty, and the pursuit of happiness". It is not to protect individuals from risk, or to insure that their pursuit of happiness is easy or successful.

I really do liken our education to our food syste. Parents are responsible for feeding their kids, and kids do in fact suffer if parents screw up this job. Shall the state therefore require every child to undergo a comprehensive physical at a government health clinic each year to be sure their parents are feeding them right? Sadly, there are many collectivists out there who will gladly jump up and say, "yes". Annual testing is no different from requiring a physical at a government health clinic. It is equally offensive to the principles of freedom.
