An email message is circulating which claims that, on last Sunday's FOX News program, US Secretary of State Colin Powell made the following comment:

"Finding the Russian scientists may be a problem being that Russia does not have a Social Security System, as here in America, that allows us to monitor, track down and capture an American citizen"

In my opinion, the message has all the earmarking of a ruse or an attempt to start an "urban legend," not unlike the false Janet Reno quote about Christians that never happened. I strongly question the accuracy of the Colin Powell story.

In the first place, Russia does in fact have a social security system much like the one here in the United States (as do some 170 other countries). I am including detailed information on this fact below. I find it hard to believe that Colin Powell is not aware of this easily researched fact.

Secondly it is extremely hard to believe that Colin Powell would make such a lame comment. While it is obvious that SSN databases are used to locate and track Americans, it is doubtful that he would express this fact as an analogy to Russia.

ScanThisNews will not circulate the Colin Powell rumor until it is substantiated with some hard facts -- such as a transcript of the news program in question.

If this turns out to be a ruse, I would conclude that the perpetrators are either agents who expect to benefit from it in the long run by discrediting those who are interested in such subjects, or someone who simply has no clue as to what's going on and should never be trusted.

Social Security is Global

As a consequence of various international treaties, every industrialized nation has instituted a national "social security" program. Under the GATT agreements, every signatory country is required to "register" (number) all child at birth. Presently, over 170 countries currently have a social security system in place. The list includes every major country in the world.

In terms of population, the world's 10 largest countries which have a social security system are:

1. China 1,210,000,000 2. India 968,000,000 3. United States 268,000,000 4. Indonesia 210,000,000 5. Brazil 165,000,000 6. Russia 148,000,000 7. Pakistan 132,000,000 8. Japan 126,000,000 9. Bangladesh 125,000,000 10. Nigeria 107,000,000

Followed by the next 15 largest countries: Germany, Mexico, Italy, France, Philippines, Turkey, Thailand, Egypt, Spain, South Korea, Poland, Iran, Burma, El Salvador, and Ethiopia, each with a population of between 30 and 80 million people.
