Dear Jason:

Correct. I have never been instructed to attempt enforcement of this clause, and this matter has been brought up several times. Yes, according to the old bylaws (which remain in force) it is incumbent upon the affiliate to keep its bylaws on file. Therefore, some officer must act to send them to the GovCom, along with some reasonable assurance that they are true and correct.
