I am a sucker for good reading
I pay more attention to content than design, but design plays a small role in the decision.
Pages full of Java Script, Midis that I can't turn off, or have an offensive color scheme (ie bright green bg with bright pink text) won't rank very high at all.

Also, I would like to restate that the Lunatic Award is for Gothic style sites. Not because you're a little nuts.
