Dear Mr./ Ms (INSERT NAME HERE)I thank you for the opportunity to submit my thoughts on advisory policy re children's pictures on the internet. It is my belief that you should recommend in the strongest possible terms against putting children's pictures on the web. My opinions have been formed as a (INSERT PARENTAL OR DESCRIPTION TYPE HERE) Most of the information here has been gleaned through my membership of an internet (INSERT INFORMATION HERE, SUCH AS INTERNET VIEWER, WOMAN'S GROUP, MEN'S GROUP, ETC.,) who are campaigning against pedophile sites and seeking to educate other less informed users of the dangers from pedophiles.
Anyone who has any experience on the net will attest to the ease with which pictures can be lifted from a site and down loaded on to any computer in the home. This is no less true of photographs of children Once the picture is one the hard drive it can be doctored by using various programmes such as photoshop. A beautiful smiling smartly dressed child can suddenly become frighteningly naked. While this ability to change photographs has been with us for a while (look at any decent Sci Fi movie and witness the special effects) it is now possible for any one with a PC/Mac and the right software to achieve this.
As proof of this ability I ask you to follow this URL to a well known Pedophile chat room and follow the link to FAQ (frequently asked questions) The owner of this site quite blatantly tells you if in search of pictures of naked children to “make your own”

It showed two pictures of her child, both the same picture but one had been doctored to show the child with out clothes. While the picture was in no way pornographic it did make her point rather sharply. AS we are dealing with the internet the "Information Highway" it is also possible for people with an unnatural interest in a child to share the doctored photograph with others, discuss the skills involved in making the changes, and of course sharing their sexual fantasies about the subject in the doctored photo.
On the aforementioned chat rooms and message boards , such as "boylove" and "girllove" the pedophile openly discuss what they call "falling in love" (their words not mine) with some of the pictures they find. And then the hunt begins, for the beautiful innocent child in that picture. The danger to children is further compounded if the site from which the child /children's picture was lifted from is a (SCHOOL, PUBLIC WEBSITE, BULLETIN BOARD, KIDDIE CONTEST) because the locality of the (INSERT INFORMATION ABOVE HERE) is found out with a minimum of effort.
(I think it would be reasonable to suggest that it will be in the site content.)My earnest desire here is to influence your policy recommendations against the use of children's pictures in (SCHOOL, PUBLIC, BULLETIN BOARDS, CHILDREN KIDDIE CONTESTS) web sites. As the web is still a bit of a mystery to some parents, I would further ask that you would include a recommendation to all parents considering going on the internet at home to keep their children's pictures off of any web site, it took me months to realize the danger I posed to my children. Dear Sir or Madam:I am writing to you because you are an ISP providing web space and/or you are sponsoring an Internet presence with potential to do great harm to children.
I'm referring specifically to a movement called 'Boy Lovers'. In many cases this self ascribed and obviously disturbing title does little to conceal pedophilia. These web sites, chat rooms, secretive mailing instructions, etc. are too often conduits whereby children, boys and girls, are preyed upon. Some of them lead directly or indirectly to the distribution of child pornography, and to adults contacting children with the hoped-for anonymity provided by the Internet.

While we have found sites that may be within the strictest limit of what the law allows, too many violate the spirit of laws designed to protect children. More often they violate the best interests of ISPs who are concerned, conscientious members of the Internet community, something I'm confident you are and wish to remain.
Join us in assuring parents that their children can use the Information Highway safely - you have it within your authority to remove problematic sites like the one listed above and to refuse to accept the presence of those who would harm children or advocate or provide the means by which others might do so.

And unfortunately many parents are unbeknownst to the dangers. Although there are many people who are fighting to protect innocent children and trying to inform parents of this danger, the problem still exists in a large scale. The availability of child photos is a playground for pedophiliac Statistics show that quite alarmingly, this problem has grown 162% in the preceding months and years. This percentile represents a growing and disturbing tolerance for this problem. There are many concerns which should be arising, along with the provisions necessary to further eliminate the cause for such concerns. But as of late, this does not seem to be happening.
