The Scourge of the Underworld were their name and many were their victims.

However in U.S. Agent 1-4 the Scourge organization was uncovered by U.S. Agent. DAMN YOU U.S. AGENT, DAMN YOU!!!!!! As it turns out the Scourge organization was run by an ex-super hero named The Angel. He started this group because one fateful day he was fighting a costume criminal who managed to get away from him temporaraly and kill an innocent bystander. So he starts a group that is bent on the mass murder of costume criminals. Sounds reasonable to me.
