Mistress 9 is probably the most insane and evil villain ever! She's also very very powerful! She's actually an evil entity that possesses those and makes them evil. She possesses little Hotaru, but to prevail she needs a pure heart crystal. While Hotaru is a nice little quiet girl, when Mistress 9 takes in Hotaru is snappy and evil. Even as Mistress 9 she could destroy Kaolinite!
Because Mistress 9 was so powerful, the Death Busters main mission (besides getting the talismans and silencing the world) was to get a pure heart crystal that would bring Mistress 9 to the most powerful state.
The image above doesn't really show it, but Mistress 9's hair is really really really really long! She evens uses it for some of her attacks!!!! She can control it to strangle people and even freeze things. Her laugh is more annoying than Esmeraude's! Also by just concentrating with her mind she can control daimons (now you know why she is the most powerful)
