Proffessor Souichi Tomoe is Hotaru's father. He's a genius scientist. His life was absolutely fine, until his wife died in a fire. Then he had to be responsible for Hotaru by himself. However, he loved Hotaru very very much. He always warned Hotaru not to get too close to his inventions, but one day Hotaru saw it glowing, while he was distracted with other scientists. The invention suddenly blew up. Everyone, except for himself died. Everyone - including Hotaru. The Proffessor held Hotaru's lifeless body and was filled with sadness when suddenly the Daimon Master appeared. He questioned the professor if he really wanted Hotaru's life back. The proffessor immediately agreed and the deal was that the Daimon master would possess his body so that Hotaru would be living and breathing again.
Hotaru did come back to life, but the proffessor was now under the Daimon Master's control. Because of that, Mistress 9 then took Hotaru as a host and possessed her, but didn't take control until she finally swallowed Chibi Usa's heart crystal.
The Proffessor is mainly the one in charge of the entire mission - to locate the Talismans and to release Mistress 9 by searching for the correct heart crystal. He took control of the Witches 5 and of Kaolinite, his kirei personal assistant who was also deeply in love with him. Even though he is possessed with the Daimon Master, he still loves Hotaru no matter what, but in the end the Daimon Master leaves his body and everything is ok ^_^
