| 2 | Commander of Secondary. Knowledge of all facilities locations and codes. |
| 3 | Prime Base Second In Command. Knowledge of all facilities and codes. |
| 4 | Second In Command of Secondary. Knowledge of all facilities and codes. |
| 5 | Morrow Project personnel. Knowledge of primary codes and locations of automated Supply Depots. |
| 6 | Morrow Industry Executive Planners. This clearance allows access to all industrial areas and Project areas as needed. |
| 7 | Prime Base Department Heads. Know relevant primary codes and all secondary codes. They have command of all lower security personnel in their department only. |
| 8 | Secondary Department Heads. Know relevant primary codes and all secondary codes. They have command of all lower security personnel in their department only. |

| 20 | Morrow Project Personnel. Minimum for grade clearance for Expert or better computer operators. |
| 21 | Morrow Project Personnel, communications specialist. Some knowledge of primary and all secondary codes. Minimum for HAAM or Pilots. |
| 22 | Morrow Project Personnel. Knowledge of assignments and the locations of team's supply caches. |
| 23 | Morrow Project Personnel (unassigned). Training graduate not assigned. No specific knowledge of any base's locations. |
| 24 | Dependents of Prime and Secondary. |
| 25 | Morrow Project Trainee. Knowledge of extent of Project, undergoing basic training. |
| 26 | Morrow Project Recruit. Some knowledge of the Project and it's functions. |
| 27 | Morrow Industrial Security. Limited knowledge of the Project as need to perform daily functions. |
| 28 | Morrow Industry Secure Worker. May receive information on the Project on a need-to-know basis only. |
| 29 | Morrow Industries General Executive. May receive some information on the Project as directly relates to their work. |
| 30 | Morrow Industries Worker, First stage Project
Recruit. Not authorized to receive any information on the Project. |
| 31 | Morrow Industries Worker. Limited access to company areas, not authorized to receive any Project data. |
