Federal employees have enjoyed the benefit of paying their FEHBP premiums from pre-tax dollars since October 2000. Annuitants were excluded from this benefit due to the lack of clear authority to do the same. Bills have been introduced in the 107th Congress that would allow federal retirees to pay their FEHBP premiums with pre-tax dollars. This would offset some of the rising cost of our health care. Senator John Warner has introduced S.1022 that would do the same for retired federal employees. This bill would provide that OPM's premium deductions from our annuity would be before federal income taxes are paid, effectively reducing the cost to the annuitant. Representative Tom Davis has introduced H.R.2125 This bill would also provide that OPM's premium deductions from our annuity would be before federal income taxes are paid, effectively reducing the cost to the annuitant.
