In the last several Congresses, bills have been introduced that would
exclude the Civil Service and Retirement and Disability fund from the
unified federal budget. Although the bill in the 104th Congress
accumulated 151 cosponsors, 127 in the 105th, and 93 in the 106th,
the committees of jurisdiction, the House Government Reform and Oversight
Committee, and the Budget Committee, took no action.  
 
Representative Michael Bilirakis (R-FL) has once again introduced an off
budget bill, H.R.572, in the 107th Congress. The bill has been referred
to the House Budget Committee and the Government Reform and Oversight
Committee.
