1. All members will have to sign the bylaws stating that they will allow all the other races to live in peace and harmony. They will also have to pledge that they will supply ships to be used in the defense of all the member planets, space stations and colonies.
2. All members will respect the rights of all non-member planets to live free of our influence. We must never use force to have anyone join our number. We are committed to peace, not war and we will not allow ourselves to force our beliefs on anyone who wishes not to join us.
3. The FOL will become the military arm of the Galactic Alliance but it's goal is to prevent conflict not start it. The FOL will only be used for the defense of the Galactic Alliance and it's allied non-member neighbors.
4. All planets and colonies of over two hundred and fifty thousand citizens will be allowed one senator plus at least one councilman. They will receive additional councilman for every two hundred million citizens.
5. Each space station will have only one councilman to represent them in this new alliance.
6. The representatives (senators and councilman) will then elect a president to lead the alliance. The president cannot be a current member of the representatives, but be chosen from candidates outside of the political arena.
