Project Description

The Jabatan Pendaftaran Negara (JPN), is the National Registration Department of the Government of Malaysia. The National Registration Department needed a National Registration System with State-Of-the-Art Technology, which included Client-Server Environment, an Automated Fingerprint Identification System (AFIS), to verify and identify Malaysian identity based on the Malaysian Identity Card, and use Document Imaging Technology to achieve their existing and new records. Permodalan Nasional Berhad Information Technologies (PNB-it) was awarded the JPN Project.

The National Registration System is based on a 3 tier client server architecture, with the demographic/textual data based on the IBM Mainframe. The IBM mainframe is expected to be finally connected to 187 Branch Servers, and each Branch Server in turn would be connected to a few workstations which would serve as the front office and back office counters. A centralized document imaging system would be maintained at the central site in the same premises as the IBM mainframe. However, the Document Imaging functions would be available only at the central site. The AFIS system would also be maintained at the central site, however, the AFIS functionality would be visible right upto the front office and back office counters. The solution involves multi host situation.

The transport mechanism and co-ordination of data from the Branch end to the Host would be taken care by using effective middleware and native APPC calls. PNB-it has already developed middleware - JADE and TAIPAN, using native APPC calls which currently supports transport mechanism only for text data. The middleware for image and AFIS data would preferably be the one provided and supported by the AFIS vendor.

This architecture consists of Host System, Branch System, Imaging, Back Office etc. In the Branch they are using Visual C++ under Windows NT environment with MS SQL Server and Transaction Definition File (TDF –PNBIT’s In house Tool). They are using Pentium based systems with HP Flat Bed Scanner, Bar Code Reader, Video Capturing & Thumb Print Capturing Machines.
