The Emperor (before his death) had initiated a program called 
Operation Gilded Crest.  He told the Moff's that, "Gilded Crest is to
signal the end of the Rebellion and a new age for the Empire."

Gilded Crest is the code name for the Emperor's plan to hide Dark Jedi
across the galaxy and then train them at a secret compound on a 
secluded planet.  

Phase I: Find a planet and estabilish a training base on it.
Phase II: Find a Sith Library to assist training of Dark Jedi.
Phase III: Find a master to train Dark Jedi.
Phase IV: Use Dark Jedi spys to discover and destroy the Rebels
          headquarters.

PHASE I: (During SW:ANH)

Grand Admrial Thrawn completed the first phase of 
the operation when he found the planet Isses II in Wild Space.

PHASE II (Before ROTJ)

A Sith library was found on Ossus (See Tales of the Jedi Companion for
stats).  In it there were two holocrons, several thousand books and a
few other relics.  The Emperor decided to give his new master the 
relics and texts to train his Dark Jedi with.

PHASE III (Before ROTJ)

The Emperor found a master for his Dark Jedi.  A young man known as
Xan.  Xan was found on Ossus within the Sith Library (as were quite a
few skeletons and some other people of various ages).  Xan's master 
had taught him in the ways of the Sith and also in the ways of the 
Jedi.  Recently Xan's master died, a sithspawn escaped and killed him.
Xan sealed off the tunnels from the lab to the main corrider (where
most of the people stayed.  Behind the rubble the lab may still be in
tact but there is one very large, very dangerous, and very angry 
sithspawn waiting.  The Emperor found Xan after an excavation team 
opened up the main corridor.  He updated Xan on galactic events and
asked him to train Dark Jedi.  Xan found this appealing and agreed to
it (see Xan's stats below).

The Emperor dies before Phase IV can be implemented and the only one
that knew about the project (besides Xan and the Dark Jedi Trainees
on the planet) was Darth Vader.  This is where I leave off, the time
line is provided so you can plan the adventure during any time.
