Promotions

It's time for the Staff Noncommissioned Officer Selection Boards to begin again. This is the time all sergeants and above should be reviewing their Official Military Personnel File (OMPF), Master Brief Sheet (MBS), Basic Individual Record (BIR), Basic Training Record (BTR), Performance Evaluation Record (Fitness Report Screen) and ensuring they have completed required PME for their current grade for promotion. The SNCO Selection Boards are as follows:

For selection to:

SgtMaj through MSgt 9 weeks 26 Jan - 26 Mar 99

SgtMaj of USMC 1 week 5 Apr - 9 Apr 99

GySgt 8 weeks 20 Apr - 11 Jun 99

SSgt 9 weeks 13 Jul - 10 Sep 99

SgtMaj through SSgt (USMCR) 8 weeks 13 Oct - 10 Dec 99

The minimum PME requirements are as follows:

For selection to Staff Sergeant:

1. NCO Basic nonresident Program (MCI 7000) or

2. Prior to 18 Sep 91, MCI Course 03.3, The Marine NCO or

3. After 1 Aug 96, Sergeants Course (MCI 8000)

For selection to Gunnery Sergeant:

1. SNCO Career Nonresident Program (MCI 7100)

For selection to First Sergeant:

1. SNCO Career Resident or Nonresident Course and

2. SNCO Advanced Nonresident Program and

3. SNCO Advanced Resident Course and

4. Warfighting Skills Program

It is important to note that attendance at only the resident course does not fulfill the PME requirement. Nonresident course completion is the requirement for promotion. However, attendance at the resident course and completion of the nonresident course is recommended to make any Marine highly competitive for promotion.

Although it is recommended that you speak with a career counselor 12-18 months prior to entering the Below Zone consideration for promotion, it is never to late to call. You can reach the Marine Corps Counselors at DSN 278-9241 or 1-800-833-2320.

Here is a quick way to review your own record if you are unable to reach a career counselor.

1. Go to the S-1 or Careeer Planner office and have them print a current BIR/BTR. Make sure the following is current on the

BIR/BTR:

-Rifle/Pistol score (BTR)

-PFT date/class (BTR)

-Completed PME (BTR)

-Personal awards (BIR)

2. Master Brief Sheet

-Check for latest fitness report (Performance Eval on MCTFS)

-Check for posible date gaps

3. Read the full Almar/Maradmin

-Read the entire Almar! The 60 and 30 day Almars contain more information than just the "zones".

If you encounter a problem with any part of your record, make sure to seek help through your chain of command and see the Career Planner. Use the information provided to ensure the board members have the most current information.

If you have your OMPF and would like to view it or if you would like to request a copy of your OMPF or MBS stop by the Career Planner's office to use the microfiche machine or pick up a request form. You can also get a copy of the OMPF/MBS request form from the Career Planner website at https://members.tripod.com/~MATSG_CAREERPLANNER/index.htm. It takes about two weeks for the requested information to arrive. If anyone would like assistance in reviewing their records the Career Planner is available to provide assistance, just stop by or call anytime.

Stenotype Reporters

MARADMIN 140/98 solicits applications for Stenotype Reporters. Legal services reporters (stenotype) require a thorough knowledge of theory and principles of stenotype. Legal services reporters (stenotype) serve as reporters to staff judge advocates of major base or station commands and to the officer in charge of an LSSS that provides legal services support to a major FMF command. Reporters using stenotype record the proceedings of special and general courts-martial, formal investigations, administrative boards, staff meetings, and other similar bodies (hearings) and prepare or supervise preparation and assembly of typewritten, summarized, or verbatim transcripts; review records of proceedings for administrative completeness and technical accuracy. When senior in grade, manage and supervise the reporter section of a general courts-martial command and the enlisted personnel assigned to it.

A maximum of 24 students may be selected for 1999. The mandatory reporting date is 22 June 1999. Selectees will attend the reporting academy of Virginia, Springfield, VA for a period of approximately two years. Selectees will be administratively attached to HQMC, MCC 009, while attending the course on a full-time basis. Upon course completion, stenotypists will be assigned to FMF commands.

To be eligible, applicants must possess the following minimum criteria:

- Be a citizen of the United States.

- Be a high school graduate.

- Be a Cpl or Sgt at time of application.

- Be able to type 60 wpm.

- Have sufficient remaining time to complete a four-year obligated

service requirement following course completion and prior to reaching

high service limits.

- Have a minimum GT and CL of 110.

EAS, have a minimum of one year at current CONUS duty station by March

1999.

Reconnaissance Marine

CMC (MMEA) continues to seek Marines to lateral move or be classified to MOS 0321. The reconnaissance man is responsible for providing the amphibious, long range, small unit, ground reconnaissance and raid skills to support the MAGTF. He is the nucleus of a reconnaissance team in the reconnaissance battalion or the reconnaissance or assault team in the force reconnaissance company. In addition to basic infantry skills, he is responsible for highly refined scouting and patrolling skills. Also, he must possess advanced proficiency in scout swimming, small boat operations, close combat skills, helicopter and submarine insertion/extraction techniques, assault climbing, demolitions, forward observer procedures for supporting arms, initial terminal guidance operations for heliborne, airborne, and waterborne forces, communications, photography, threat weapons and equipment, and various types of point, area, and amphibious reconnaissance operations. Marines assigned to assault teams possess advanced skills in assault weaponry, breaching demolitions, and close quarter battle and raid techniques. Selected reconnaissance men are further trained as static line and free fall parachutists and SCUBA divers. Noncommissioned officers are assigned as reconnaissance and assault team leaders or their assistants and may be qualified as jumpmasters, dive supervisors or insertion/extraction masters. For additional information see MARADMIN 136/98 and ALMAR 095/97 or stop by the Career Planner's office.
