Thomas Hill is the second in command at KAOS. He is a former racketeer for various mob organizations and is as ruthless as crooks can come. Hill is a very attractive and sophisticated individual and uses this to his advantage. Since joinging KAOS, he has become a very hot commodity to KAOS and a very deadly enemy to CONTROL. Hill has made an enemy out of Zachary Smart. With Zach's temper flare ups, Hill has the right ingredients on how to make Zach finally boil over. The one thing that Zach has that Hill wants is Agent 66. Hill knows of the working and personal relationship of Zach and 66 and knowing this has put Zach right where Hill wants him.
