Russell E. Scott

Biographical Information

 

 

Mr. Scott is currently Director, Colorado Governor's Office of Statewide Defense Initiatives.  He joined the Governor's staff with the inauguration of Governor Bill Owens in January of 1999.   In this position, Mr. Scott is the primary liaison between the Governor's office and the active duty military installations in Colorado, including installations closed by the Base Realignment and Closure (BRAC) initiative.  Department of Energy facilities are included within his responsibility as well as space and defense industry issues.  The expansion of the US and Air Force Space Command activities in Colorado is a primary interest area, especially with Buckley ANG base becoming an active duty base as of 1 October 2000.  Colorado is also home to the first Air National Guard unit with a full time active duty mission.  Mr. Scott represents the Governor on the Citizens Advisory Commission for the Pueblo Chemical Depot located fifteen miles east of Pueblo, Colorado.  The concern over the destruction of mustard gas munitions stored there is highly emotional and comes with many technical and political challenges.

Mr. Scott is a technologist and entrepreneur. He is President of Scott International, a business development consulting business working with various firms. He has an extensive background in both the government and private sector working with various technological issues. He holds certifications in various contract and program management disciplines and occasionally provides guest lectures to organizations such as the Western Management Development Center. Mr. Scott holds a Masters degree in Contracting and Acquisition Management from the Air Force Institute of Technology and is the recipient of numerous distinguished graduate and other awards from various institutions.

Mr. Scott received an appointment to the Air Force Academy, but instead accepted a Reserve Officer Training Corps engineering scholarship and attended Oregon State University receiving degrees in engineering and business. Following Air Force pilot training, Mr. Scott worked in the nation' s critical space launch business, initially at Vandenberg AFB in California and later with the Defense Plant Representative at Lockheed Martin Astronautics near Denver, Colorado. He was selected as a program management instructor for the Air Force's premier program management school, the Systems Acquisition School in San Antonio, Texas. There he taught certification courses to program managers and executives for major programs. Following his experience with the federal government, Mr. Scott returned to Colorado, working in the environmental and Information Technology industries as a contract management and business development specialist.

After the restrictions of government service were removed, Mr. Scott became active in the political environment and worked closely with Attorney General Gale Norton and later with the gubernatorial campaign of Bill Owens.  Mr. Scott continued with transition of Governor Bill Owens and is currently working with the New Century Colorado effort to improve the efficiency of state government.
