Characters start with 10 points for Disciplines. Learning In-clan disciplines is a trivial or minor boon owed by you to your teacher, if you have one. In addition, in this universe to learn an Out-of-Clan discipline requires special consideration and is usually worth a major boon towards the person who is helping you to learn.
Learning In-Clan disciplines can be done with or without a teacher. With a teacher, learning takes only 3 days per point spent on the power and allows time to take care of some other things between games. Without a teacher, learning takes one week per point spent on the power, gives no time during the learning process to do anything else and requires knowledge of the power being learned. While this last requirement is not a problem for those Kindred belonging to clans, Caitiff may have a bit of a problem until they find out more about themselves, Kindred in general, or their disciplines in specific. Thaumaturgy is the only exception to this rule, in that it always requires the following: research and/or a teacher. It takes only one week per point of the power if both are available; otherwise, it takes two weeks per point of power, plus any research time if a teacher is unavailable.
Learning Out-of-Clan disciplines is a bit different. The first and fastest way is to have both a teacher in the discipline and to drink one Blood Trait from the teacher. This allows the character to find the differences in vitae that clans/bloodlines represent and get pointers on how to use those differences. This method takes 3 days per point cost of the power in question. Remember this is considered normal and the accepted way to teach disciplines. Most clans are loath to give up their secrets to outsiders. The second method is to have only one of the two above components (i.e. only the blood or only the teacher), this method takes one week per point cost of the power. Most clans are very suspicious of requests to be taught without the blood.
Yes, this means that at advanced levels of the power it might take longer than you have between games to learn the power. There are rumors of powers over and above the fifth level in each Discipline, it is left to the player (and character) to find out if this is true and what these powers can do. They are also rumored techniques that combine aspects of two or more disciplines into various odd powers, this exercise is also left to the player to figure out.
