"Black Tom" Calloway was brought over from his previous position, commander of the Minneapolis Police Department Advanced Crimes Division, in 2031. Since the beginning of his tenure in command of Chicago ADP, the Department has scaled back some of its more blatant operations and is acting more like a police department and less like an army. Not to say that if they catch a gang that's heavily boosted, using love dolls that they won't use that as an excuse to break out the K-25s. . .

Tom Calloway worked his way up in MPD/ADC from a frontline officer to a Lieutenant in command of a powered suit squad before being assigned to overall command of ADC in the fall of '28. He's one of the best mecha pilots in any advanced-police unit anywhere. Calloway hated the technicalities that Genom used to get one of his best officers, Joe Carlisle, kicked off the force (he knew it was because Carlisle had been about to run across a major Genom black operation, which CADP later foiled anyway), and as a result has a grudge against the corporation. His attitude toward the corporation is, "what you do on your own turf is your own business, but once you step outside, if you screw up this much, you are ass-deep in kimchee, buddy."
