To make the bustier: Easy way- you will need multi-colored glitter tank top

This is pretty easy, cover a small section of the tank top with glue, then sprinkle the glitter onto it. (The tank top should be loose fit) Do this until the whole front of the tank top is covered with glitter. Let dry.

Another Way: Goto a fabric store, (Jo-Ann Fabrics, Fabric World..wherever) and buy upto a yard of multi-colored sequin material, if they don't have that, silver will do just fine. If you do use silver, buy a couple extra bags of multi-colored loose sequins and glue them on randomly on the silver sequin fabric. This looks just as good. Cut the sheet of sequin fabric to your specific measurements. To close the back, a good idea is velcrow or zipper. You can also make holes in the back and lace it up.

To make the shorts

You will need ribbon about a half inch thick. Its better to use softer ribbon, if you use the kind that is used for gift wrapping, your results might turn out bad. The best colors to use are Red, Gold, Green, and Blue, but all colors will look fine.

Take a pair of black shorts, any material, and cut the ribbon as long as the shorts. Glue or sew the ribbon on about 1/2 inches from eachother vertically.

Another idea is to buy sequin strips and glue them on to your shorts vertically. This looks nice too.

I've also seen, instead of striped shorts, people just using flannel shorts or boxers. This won't be exact, but it looks alright too.

Tap Shoes

You don't need to use tap shoes, and unless you plan on actually tap taping away and people hearing you, don't use tap shoes at all, I've seen a lot of lil' Columbia's trip and fall because of tap shoes. For the glitter, Columbia's shoes looked blue/purple sequinned, so a good idea is to buy blue and purple glitter and maybe a bit of multi-color giltter and mix it all together. Basically just glue on bit by bit onto your shoes.

To make the tailcoat

You can:

buy a cheap tailcoat (goto Goodwill or a thrift store) and buy A LOT of gold sequins. You can sew them or glue them all on. If you do glue them, be prepared to carry a bag of gold sequins and glue in your pocket at all times though. If this sounds like too much work for you (and it usually does) then you can:

goto the fabric store and buy 2-3 yards of gold sequin material. This will cost you upto or over $100 dollars. If you can afford this...read on.

Buy a tailcoat pattern and make your tailcoat out of that, or buy a cheap tailcoat and sew your sequin fabric to it.

All of these ways work, it just depends on how much money you are willing to spend on it. I have also seen people just use gold shiny material, or liquid sequin material instead. People don't really care what is used.

For the top hat:

Buy a cheap top hat from anywhere, cover it with glue and put the sequins on by hand, after they dry, glue a black ribbon around the bottom area.

You can also goto Papermart and just buy a cheap plastic one with gold glitter on it. This works too.

Where to look:

If you look around thrift stores, you'll usually be able to find what you need cheaply. You can try costume stores, they are always expensive though.
