Thanks to those Halloween-L members who gave me information on the construction of the air cylinder and ideas on how to hide it.

Construction
I used a screen door closer with an air line to the exhaust port to activate it. To cover it, I finally used a single door made out of cedar plywood with pine needles and leaves glued on. With the right ground lighting, it was not visible until it popped up.

I have not gotten pictures of it out of the ground yet, but I hope to get to that sometime this summer. From my memory, the entire unit is less than 10 inches deep, about 7 inches wide, and 20 inches long. I think.

Additions

I plan to add a solenoid for quicker activation and also make more of a body for it. I'm also thinking of adding an air horn...

Frights
Did it scare anyone? Yes. It sent a group of 5 teenagers screaming out into the street, and that was well worth the construction. They wouldn't even enter the graveyard (insert image of them coaxing each other on), and when that was activated near their feet, they took off.
But many didn't see it activate because of the low lighting and it being set back from the path. A few were startled. Many who saw it weren't scared and just kinda chuckled. And some wanted to know how it was made.
