PROGRESSIVE PSA right about pay deal

PSA candidate for General Secretary, Maureen Frances said today:

"The PSA must develop a sector wide plan to combat job cuts. That plan must include proper co-ordination of any agency based negotiations and an insistence that Treasury fully fund the pay deal to prevent job cuts.

"The PSA’s leadership (trading as the ‘Rank & File’) recommended that we accept the employer’s offer. They said it was the best that we could get but it wasn’t.

"The pay deal provides too little over too long a period and will be partly funded by job cuts (6%). That’s unacceptable.

"The PROGRESSIVE PSA (PPSA) said we could do better if we campaigned alongside other public sector unions for a Better Deal. We now know that was correct."

Latest figures prove it:

Treasury documents show that our pay this year is less than the consumer price index and substantially less than the growth in average weekly earnings.

Other public sector workers like Teachers won better pay (and would have done better if we had campaigned along side them).

The latest HSBC Wages Report shows an average outcome of 4.1% in Federal public sector wage agreements (not including bonuses). Compare that to what we get - lousy 2% increases in the early years reducing the compound effect of the bigger rises late in the deal and job losses arising from the 6% that isn’t funded by Treasury.

Clearly a better deal WAS possible. The employer is now seeking trade-offs for these modest increases. The PROGRESSIVE PSA will oppose trade offs and campaign for full Treasury funding of pay increases to prevent job cuts.

Where is the PSA plan to fight the job cuts?

"We see no evidence of any sector wide plan that will equip PSA members and the public to oppose the coming job cuts. Members need to be shown practical ways to take collective action to defend their jobs. Delegates should not have to negotiate in the dark. The PSA should coordinate all agency based negotiations. In turn all delegates should be required to report back to the PSA."

Union Democracy – No Secret Deals

The PROGRESSIVE PSA will promote a review of the constitution based on wide consultation among members. We propose that Central Councillors become accountable to electorates based on agencies.

We oppose any agreements with employers without endorsement by the members concerned. Its time to clean up our union’s processes and make it accountable to members.
