Your army may include Scarr if you want but he may not be the general Scarr is one of the many Grey seers who lives in the tunnels in Skavenblight. He was one of the first, he was born when the first Grey Lords arose and his legs are cut off in a fight with a Plague Priest over a piece of warp stone. He sits in a chair, carried by two of his most faithful slaves. He never, however, leaves Skavenblight, so if you wish to use him in your army you must kidnap him and bribe him with warpstone.

Weapons/Armour: Scarr is armed with his cane and the slaves are armed with swords.

Magic Items: Scarr always rides his chair and usally carries his cane but he may carry up to 2 items besides this, but no weapons or warpaint.

SPECIAL RULES

Cane of Elders
According to legend, the cane was forged from the bone of a mighty dragon by Scarr himself, but the truth is that it is just something he found in the sewer of Nuln. It does D3 wounds and once per battle Scarr may fire a green slimy blob from it at a single model with in 12". It does a single S6 hit with no armor save, apart from for magic armor.

Warp Chair
The Warp Chair was built by Scarr when he lost his legs. Now he rides it where ever he goes. It gives him an extra power card per magic turn.

Senile
Scarr is old and senile and therefore suffers from Stupidity.

Fear
Scarr is a terrible sight to behold, with his terrible cough and his drool, moaning, and complaining and causes Fear.

Heart Attack
If Scarr hits with all his attacks he might die of a heart attack. To test this roll a D6, on a 6 he suffers a heart attack and dies straight away. If so his hand-to-hand opponent is so shocked buy this he may do nothing until next turn.
