2000 Bylaws (updated 5-22-00)

I.   The league consists of the following 12 teams:
     Gosch’s Grabowskis, Phil’s Phenoms, Rasdal’s Rumblers,
     Lonster’s Monsters, The Blitz Craigs, TerryHa Aparts,
     The Big Johnsons, Ringo's Starrrs, Hoonigan’s Favrorites, Francko's Fanatics,
     Home Wreckers, and Iron.  All teams must have a name.  Team names cannot be
     changed during the season.
II.  Lonnie Zingula is league commissioner and can be removed from
     office only by resignation or unanimous league vote.
III. For security reasons, league fees and winnings are not being
     published on this site.  ZZFF owners should consult the official
     rules or contact the commissioner for information.
     · Winnings – to be distributed at the league banquet, tentatively
       scheduled for noon, Jan. 21, 2001 (site to be determined)
IV.  Franchise Protocol:  Any owner wishing to sell or surrender their
     franchise rights must first consult the commissioner, who will be
     responsible for recruiting and selecting new owners, subject to
     majority approval of league members.  Prospective owners must live
     and/or work in the local calling area of Cedar Rapids, IA.
V.   The draft:  The season will commence with the Annual League Draft
     to be held at NOON, Sunday, August 27.  Competition begins two weeks
     later with the first week of NFL action.
     · Draft position is determined by random drawing in reverse order
       of finish at the league banquet or some other time well in advance
       of the draft.  For 2000, draft positions are as follows:
       1-Phil's Phenoms, 2-TerryHa Aparts, 3-Iron, 4-The Big Johnsons,
       5-Rasdal's Rumblers, 6-Lonster's Monsters, 7-Gosch's Grabowskis, 8-The Blitz Craigs,
       9-Hoonigan's Favrorites, 10-Home Wreckers, 11-Francko's Fanatics, 12-Ringo's Starrrs.
     · The draft is 16 rounds.  First round order:  1-12. 2nd and 3rd
       rounds: 12-1.  Even numbered rounds thereafter:  1-12. Odd rounds
       thereafter:  12-1.
     · Before the draft begins, each team will have the opportunity,
       by draft order, to name one franchise player from their 1999
       roster and retain him for the 2000 season.
       OPTION A - counts as 1st round pick.  No other team may select this player.
       OPTION B - counts as a 16th round pick, provided no other team
       selects him in the 1st round.
       Note:  Plan B choices will be kept confidential until the first
       round concludes.  Owners making a Plan B selection must submit
       their choice in a sealed envelope to the league secretary, draft
       assistant, or other neutral party appointed by the commissioner.
       That person will announce the Plan B selections once the first
       round is completed.
VI.  Player movement:  Beginning with the draft and continuing through
     Thurs., Nov. 9 (prior to week 11) teams may waive and trade players
     and claim free agents by notifying the commissioner between 7 a.m
     Tuesday and 5 p.m. Thursday.
     · The last place team has the first rights to any free agent, and
       so on up the standings.  In case of ties in the standings, the
       team with the lower season point total prevails.  Free agent
       selections are confidential except that I will try to notify
       you immediately if an owner below you in the standings selects
       the same player so that you may make an alternate pick, if you
       wish.  Also, I will inform you immediately if you select a player
       that I have my eyes on.
     · Rosters must always contain 16 players (defense counts as 1).
     · All parties involved in a trade are expected to notify the commissioner.
     · Each free agent acquired counts as an individual move.  Trades
       count as just one move regardless of the number of players involved.
     · Once a team trades or releases a player, they cannot later
       re-acquire him during the same season.
 VII.  The season will consist of 14 regular season games followed by
       two-weeks of playoffs (no league play the 17th week of the NFL
       season).  Each team will play every other team at least once and
       will play three teams twice.  The schedule is determined according
       to final 1999 standings.
       · each team must field 1 quarterback, 3 running backs, 3 receivers,
         1 tight end, 1 kicker and 1 defense each week.  One inactive
         player is to be named for tie-breaking purposes.
       · Each owner must reveal their starters by 6 p.m. each Friday
         to the commissioner.  Lineups are due by 6 p.m. Thursdays on
         those weeks in which Thursday evening games are played.  Lineups
         are due at 6 p.m. Wednesday of Thanksgiving week (our week 13).
         1. Teams will be fined for missing the deadline.
         2. Teams missing the first deadline who then fail to submit
            their lineup by 9 p.m. that day (or by kickoff in the event
            of any Thursday games) will pay an additional fine and
            will automatically play the same lineup as the prior week.
         3. Upon subsequent offenses of this second deadline, teams will
            also have 10 points deducted from that week’s score (which
            will be taken from your highest scoring player that week).
         4. The Baby-sitter Proviso:  A team who fails to submit a lineup,
            requiring the automatic insertion of the prior week’s lineup,
            will score a zero for any player who has subsequently been
            traded or waived.
       · Lineups for all 12 teams will be posted to this website at the
         commissioner's earliest convenience.  In addition, team members
         may contact the commissioner directly to determine their opponent's
         lineup.
       · Weekly results and league standings will be distributed each Tuesday
         (teams wishing to receive updates by mail must provide the commissioner
         with postage to do so).  Appeals must be filed in writing to the
         commissioner by noon Thursday.  The commissioner will rule on appeals
         Friday.  All decisions are final.
VIII.  Playoffs:  The teams with the four best regular season records will
       advance to the playoffs.
       · Tie-breaking hierarchy:  1. Highest season point total.
                                  2. Record in head-to-head competition
                                  3. Most total points scored head-to-head.
                                  4. Coin toss.
       · First round will pit #1 team against #4 and #2 vs. #3.
       · Winners advance to the championship game.  Losers compete in
         a consolation game.
       · Teams who fail to make the playoffs will participate in a 2-week
         consolation tournament.
IX.  Scoring
