From the Ebay advertisement

My mother was in Arabia in 1969 and I don't know if she acquired this then or obtained it from her sister that lived there for many years. Anyway, it is a very unique piece. It stands 5 " tall, has some chips in it from aging and is sign on the bottom Beni Sakhr And some Arabic writing I can not interpret for you. It comes with its cloth bag. I recently acquired a collection of dolls from an estate. The woman's son traveled all over the world and would pick up a doll(s) from countries he visited. She kept a history card on each telling the year and where it was from.He sent this one to her from Bahrain in 1981. He is 11 1/2 inches tall, in good condition but is dusty from being in storage so long.

I bid for this doll for 7.00 and shipping October 2001.A similar doll is pictured with a female partner in Fainges Encyclopedia of Regional Dolls of the World. p. 129.

Purchased in a lot on Ebay 2002. I am not absolutely certain that this is a Saudi Arabian couple, but think it well may be.
