The population of Vanuatu is about 200,000. Fainges has a photograph of a doll from Vanuatu on page 155 of the Encyclopedia of Regional dolls. She is plastic, brown skin, and dressed in tapa.
There are craftsmen on the island though I have no information about any doll craftsmen. Theses plastic dolls were often manufactured elsewhere, but sent to the countries to be dressed for the tourist trade.
