I could have spent months in Malta and hope to return to this
fascinating island.
In the 1970's, when I was a professor of oceanography,
I heard much about the concept of "The Common Heritage of Mankind",
proposed by Ambassador Pardo, the Malthese Representative to the Law of the Sea
(LOS)
Conference. I also used the excellent "Ocean Yearbook", edited by
Dr.Elisabeth Mann Borgese of the International Ocean Institute of Malta.
