In this 1997 flick Steve is being transfered to a new high security prison. He plays Garland Grene, a serial killer type cannibal guy. Although he is a killer and a psycho, his role is still amazingly funny. When Con Air lands to hook up with another plane Garland sneeks off and finds a little girl. He starts to play dolls with her, and it seems veeeeery creepy because you suspect that he is going to kill her. She teaches him the song "He's got the whole world in his hands" and gives him her doll. Surprisingly he lets her live. When their plane is crashing everyone is franticly running around, trying to dave themselves, but Buscemi will leave you laughing as he begins to sing "He's got the whole wolrd in his hands", when he only has seconds to live.
