Dizzy Dean Baseball is not for coaches, parents, or spectators, Dizzy Dean Baseball is for the
youth that play the game. One of the greatest outlets for youth is baseball. As a professional,
Dizzy Dean played baseball for the love of the game and with the enthusiasm, intensity and energy
of the youth that play the game today. He played because it was fun. We must continue to make
baseball a fun game without placing undue pressure and stress on our youth. Our youth come
first, winning second. When you build the character in a youth, you build a winner.
There was no organized baseball in Arkansas while Dizzy Dean was growing up and he was
denied the opportunity to play baseball as a young boy. It was Dizzy Dean's dream that one day
every young person would have the opportunity to play baseball. We, the National Board of
Directors of Dizzy Dean Baseball, are dedicated to giving our youth this opportunity and promise
to provide them with the best baseball program available today. This was Dizzy Dean's dream,
this is what Dizzy Dean Baseball is about.

COMMUNICABLE DISEASE PROCEDURES
While risk of one athlete infecting another with HIV/AIDS during competition is close to
nonexistent, there is a remote risk that other blood borne infectious diseases can be transmitted.
For example, Hepatitis B ran be present in blood as well as in other body fluids. Procedures for
reducing the potential for transmission of these infectious agents should include, but not be limited
to, the following:
1. The bleeding must be stopped, the open wound covered and if there is an excessive amount of
blood on the uniform it must be changed before the athlete may participate.
2. Routine use of gloves or other precautions to prevent skin and mucous membrane exposure
when contact with blood or other body fluids is anticipated.
3. Immediately wash hands and other skin surfaces if contaminated (in contact) with blood or
other body fluids. Wash hands immediately after removing gloves.
4. Clean all contaminated surfaces and equipment with an appropriate disinfectant before
competition resumes.
5. Practice proper disposal procedures to prevent injuries caused by needles, scalpels and other
sharp instruments or devices.
6. Although saliva has not been implicated in HIV transmission, to minimize the need for
emergency mouth-to-mouth resuscitation, mouth-pieces, resuscitation bags, or other ventilation
devices should be available for use.
7. Athletic trainers coaches with bleeding or oozing skin conditions should retrain from all direct
athletic care until the condition resolves.
8. Contaminated towels should be properly disposed of/disinfected.
9. Follow acceptable guidelines in the immediate control of bleeding and when handling bloody
dressings, mouth guards and other articles containing body fluids.

Furthermore, Dizzy Dean Baseball Inc. expressly disclaims any and all liability for injuries
sustained that include but not limited to: injuries sustained at hotels, dormitories, restaurants,
swimming pools, water parks or other fun parks, beaches, lakes or other recreational activities
engaged in by coaches, players, family members or other spectators away and separate from the
playing field of the Dizzy Dean Tournament.

Any and all safety equipment specified by Federal, State, or Local legislation will be required.

DIZZY DEAN BASEBALL PRAYER
Oh Lord, it is with joy we begin this year of Dizzy Dean Baseball. We always want Your
blessings and pray for You to give us a desire to make a happy season of games. Help us to be
more thankful to You by strengthening our minds, morals and bodies.
Oh God, we thank You for the many blessings You have given us. We pray that the Holy Spirit
will lead in the guiding and training of young people in the enjoyable game of baseball. Help us to
always remember that growing a strong moral character is very important. Oh God, we ask You
to be with our young people that they may always keep their bodies in good physical shape, to
always be mentally active, to always play the game fair and square to the very best of their ability.
Help them to always be good sportsmen so that they may develop mentally, physically and
spiritually even as did our dear Lord in whose holy name we pray. Amen.
Dizzy Dean Baseball, Inc. has been organized as a youth baseball program for all youth regardless
of sex, religion, race or color, five (5) through eighteen (18) years of age. The game is played on
a baseball field suitable to the physical development of growing youngsters. The main purpose of
this program is to expand Dizzy Dean Baseball, Inc., and to provide a recreation outlet for as
many youth as possible with emphasis being on local league play rather than tournament play.
However, state tournaments and Dizzy Dean World Series are for leagues wishing to participate.
The actual playing of Dizzy Dean Baseball is the same as in professional groups except that
money fines, and similar penalties are omitted, and coverage which fits the amateur game is
provided. Appropriate suspensions are allowed. Leagues affiliating themselves with this program
must comply with a basic set of rules and regulations as outlined in this booklet.
DIZZY DEAN BASEBALL, INC.
Team Structure
Section 1. The team shall be the smallest unit of organization and shall be governed by those
active in the program which make up the managing personnel. There shall be a manager and a
coach for each team. The manager will be the official in charge of the team, and the responsibility
for the team will be that of the manager. The coach will assist the manager. A team board of
directors is optional. The above rule will apply to communities that are only able to field one
team, such as where four or more communities come together to form a league. Communities
that plan to field a complete league composed of at least four teams will begin their organization
with Article II that follows.
League Structure
Section 1. Each team within the league shall play a regular schedule of games. In order to qualify
for tournament play each league must play a twelve (12) game schedule. It is recommended that
you play an eighteen (18) game schedule if possible.
Section 2. Each league shall have a president, a vice-president, a secretary, a treasurer, and a
board of directors. All team managers may be a member of the board of directors. The remainder
of the board of directors may come from those people interested in the Dizzy Dean Baseball, Inc.
program. The officers of the league will be elected from this board of directors.
Section 3. Small nearby towns unable to field a league within its own territorial limits may form
four to eight team leagues. All team presidents and managers will be members of the league
board of directors, and the officers of the league will be elected from this board of directors.
Section 4. The state director has the option of franchising less than a four (4) team league on an
annual basis. Your organization will not be considered to be franchised until your application has
been received and approved and your acceptance notification form is received by your
organization. All organizations must reapply each year for consideration.
Section 5. Each league or group of leagues are to adopt a set of rules and regulations for the
operation of the league or leagues which do not conflict with rules of Dizzy Dean Baseball, Inc.
In communities having two or more leagues, it may be advisable to have one set of officers and
adopt the same rules and regulations. This, however, is optional and will be determined by the
various leagues. The operation of more than one league with the same officers must be agreed
upon by the managers of the various leagues.
District Structure
Section 1. The districts within the state will be determined by the state director and the state
board of directors.
Section 2. Each district should have a district director, a district president, a vice-president, a
secretary, a treasurer, and a board of directors.
Section 3. All league presidents and vice-presidents will be members of the district board of
directors.
Section 4. The district director along with the approval of the board of directors will determine
the site of the district tournament. The district director will be the director of the district
tournament, and will work with the local hosts.
Section 5. The State Board working under the supervision of the National State Executive Board
shall have the power to disqualify, suspend, or remove any manager, coach, player, league,
organization, umpire, or any person involved directly or indirectly whose actions in their opinion
reflects on or discredits this program or who violates any of the rules within their jurisdiction.
State Structure
Section 1. Each state shall also have a president, a vice-president, a secretary, and a treasurer.
Section 2. The president shall preside at the state meeting. The state director will coordinate the
site of the state tournament and all franchise leagues shall have the opportunity to bid for all
tournaments. The state director and the state president will be co-directors of the state
tournament and they shall work with the local officials in promoting the tournament.
Section 3. The state director will be in charge of organizing Dizzy Dean Baseball, Inc. within the
state. He will work with all leagues and keep them informed of necessary information that is
pertinent to the Dizzy Dean Baseball program.
Section 4. The state directors with the approval of the National State Executive Board shall
appoint as many district directors as they deem necessary. The district directors will be under the
supervision of the state director and the National State Executive Board and with their approval,
will have the power to disqualify, suspend, or remove any manager, coach, player or team, whose
actions, in his opinion, reflect on or discredit this program, or who violates any of the rules in
effect within their jurisdiction.
DIZZY DEAN BASEBALL, INC.
The purpose of the program is to provide a recreational outlet for as many youth as possible, with
emphasis being on local league play rather than tournament play. However, district and state
tournaments and a Dizzy Dean World Series are held each year for leagues wanting to participate.
The official rules of baseball shall be the basic set of rules for this program. However, special
Dizzy Dean Baseball rules, as set forth in this rule book shall govern in the event of conflict.
Dizzy Dean Baseball, Inc. is not responsible for any non-related activities that are not directly
related to the playing of Dizzy Dean Baseball games.
Dizzy Dean Baseball is designed to allow as many youth as possible to participate in a fair and
equal community baseball program No youth shall be turned down.
Select teams will not be sanctioned. A team made up of superior players by any means such as
recruiting, selecting, etc. will be declared illegal for Dizzy Dean tournaments.
Team Certificate of Entry must be sent to the State Director by the deadline for each age group.
They must be made available to the National Commissioner or the Tournament Director by the
State Director upon request.
All rules governing player selection, schedules sanctioning and tournament teams are covered in
our rule book and must be followed.
Section 1. The corporation shall conclude its baseball program each year with a tournament which
shall be known as the Dizzy Dean World Series. In tournament play each league may enter an
all-star team or a league champion.
Section 2. The tournament shall be awarded to the city, which in the discretion of the board of
directors, offers the best conditions and facilities. The city awarded the world series shall be
permitted to field a host team.
Section 3. All applications for the tournament shall be submitted to the national commissioner
under such terms and conditions as he may require. For information call the commissioner.
Section 4. All world series sites must be inspected by a member of the Dizzy Dean World Series
Committee or a representative chosen by them.
Section 5. Invitational World Series Tournaments will be held for ages 6, 7, 8, 9, 11, and 13 year
olds at the conclusion of the regular season.
NO ALCOHOLIC BEVERAGES
WILL BE ALLOWED
Section 1. A franchise fee shall be charged each team affiliating itself with the corporation,
division of fee will be determined from time to time by the board of directors to suit particular
needs and circumstances.
Section 2. The franchise fee shall be $12.00 per team for T-Ball & Farm League (5-8) with $2.00
returned to the state.
Section 3. The franchise fee shall be $15.00 per team for Minor, Freshman, Sophomore, Junior &
Senior Leagues with $3.00 returned to the state. (If double franchise for Junior & Senior
Leagues, the franchise fee will be thirty ($30.00) dollars per team.) Return $3.00 to state for
Juniors and $3.00 for Seniors when double franchising,
Section 4. All profits from the Dizzy Dean World Series, after the expenses of the tournament
have been paid, will be retained by the host team.
THE TY GAULDEN MEMORIAL SCHOLARSHIP
FUND OF DIZZY DEAN BASEBALL, INC.
Section 1. A college scholarship fund shall be established by the board of directors. The
scholarship shall be awarded by the board of directors, under such rules and conditions as it may
determine, provided however, that only those boys who participate in the program of the
corporation who are in need of financial help shall be eligible. The sons of members of the board
of directors and of the officers of the corporation, for the time being, shall not be eligible for a
scholarship. The deadline to submit an application for scholarship is July 1st of the current year.
Application must be submitted for renewal.

COMMON RULES OF DIZZY DEAN BASEBALL, INC. AGES 9-18
1:00 THE PLAYING FIELD
1:01 The playing field shall be regulation size for age group participating (See field layouts &
Official Measurements), all other conditions are covered under major league rules.
1:02 Fence distances are recommended distances, see field layout section for proper age group.
(See state director for approval for tournament play if conditions are less.)
2:00 EQUIPMENT
2:01 All players must be in full baseball uniforms (cap, numbered shirt, pants & socks). Team
Uniforms should be of the same color. T-shirts (sleeves) of not more than two colors may be
worn with the uniform. The Dizzy Dean patch must be attached in a manner not to appear
temporary and be located in the same place on all jerseys. In all district, state, and world series,
coaches must wear a full baseball uniform that matches and coordinates with their teams uniforms
as close as possible (not coaching shoes or trousers). PENALTY: Violators will not be allowed
to participate.
2:02 A protective helmet with full ear flaps will be worn by all batters and base runners. A player
refusing to wear a helmet, after being warned to do so by the umpire, will not be allowed to
continue as a player in the game and shall be replaced by a substitute. The substitute will assume
the ball and strike count if the player was a batter, or will take his position on the base he
occupied if he was a base runner. It is recommended that all players and especially the catchers
must wear athletic supporters. A catcher must wear a protective cup, and a throat protector.
2:03 A player is not allowed to play any position or to bat without his shirt being tucked into his
pants in the proper manner.
2:04 Players not in full uniform shall not be permitted to play in the game.
2:05 All uniforms must be same color for tournament play.
2:06 A number must appear on the back of the uniform shirt to assist the official scorer and
spectator in identifying the players in tournament play.
2:07 The bat shall be a regulation baseball bat (not softball) made of either one piece wood or an
approved alloy.
2:08 Catchers must wear a protective helmet or plastic cap with or attached to the mask while on
defense.
2:09 Any player warming up the pitcher must wear a mask and a cup.
2:10 Beginning with the District Tournaments all levels of tournament play must use the officially
approved Dizzy Dean Baseball manufactured by Baden Sports, signed by the Commissioner. It is
recommended local league use an officially approved ball.
2:11 Metal cleats will not be allowed for (12) twelve years and under.
2:12 Metal cleats will be allowed for ages 13 through 18.
3:00 RE-ENTRY SUBSTITUTION
3:01 Dizzy Dean Baseball is played under re-entry substitution in all local league and tournament
play. Any starting player (pitcher included) may be removed from the game by being replaced
legally with a substitute, and then return to the lineup one time; however, he must replace the first
player that replaces him and be inserted in the same position in the batting order that he possessed
at the start of the game. The player may return to the lineup at any time, on offense or on
defense. This includes all games. Once the substitute has been removed from the game he cannot
return. He can make only one appearance in the game. EXCEPTION: See Rule 3:03.
3:02 A batter removed from the game because of too many appearances on the field by the
manager in one inning, cannot return to the game until this half inning of play has been completed.
Should this batter be a substitute player, he cannot return to the game at all, because a substitute
can make only one appearance. EXCEPTION: See Rule 3:03.
3:03 It a manager has used all of his eligible players and a player is ejected, injured, or becomes ill
and cannot continue, then the OPPOSING MANAGER must select one or more of the players on
the bench who have already been in the game to replace the ejected, ill, or injured player or
players. This only applies to a substitute and not to an ejected player. If there is no one for the
opposing manager to select then the game will be forfeited. An injured player, who has been
replaced, cannot return to the game. WARNING: DO NOT VIOLATE ANY PITCHING RULE.
3:04 Under the re-entry substitute rule, a pitcher maybe replaced on the mound during any part of
the game, and return to the mound ONE TIME. EXAMPLE: He may pitch five innings and be
replaced with a substitute, and then return to the mound in the sixth inning as a pitcher. See Rule
3:01.
4:00 MANAGER AND COACHES
4:01 Two adults may coach the bases if they choose to do so. ln all tournament play, district, state
and world series, coaches must wear a full baseball uniform that matches and coordinates with
their team's uniform. Coaches must wear a complete baseball uniform (not coaching shorts or
trousers).
4:02 With the exception of the coaches, all players, managers, etc. must remain in the dugout, on
the benches, or in the prescribed areas throughout the game.
4:03 Only registered players or adult coaches and manager of the team are permitted on the
coaching lines. The adult manager or coaches, whether or not they are on the coaching lines, may
moderately dispute any decision or may discuss any point with the umpires to the extent allowed
by the rules of professional baseball; but, if he at any time makes any derogatory remarks or
undue criticism about or to the opposing players, he shall immediately be ejected from the game.
MINORS
4:04 Any manager who calls time and goes onto the playing field more than two (2) times in one
inning (not game) per pitcher to talk to a player or players, will be required to remove the current
pitcher from the mound. Under the re-entry substitution rule, the pitcher may return to the
mound after the side has been retired, if eligible.
4:05 Any manager or coach going onto the playing field to talk to the same batter (or a batter
going to the dugout or bench to talk to the manager or coach) more, than one (1) time per batter
or more than three (3) times per inning not batter will be required to remove the current batter
from the game and make a substitution in the line up. NOTE: The only exception to Rule 4:04
and 4:05 is in the case of injury or if the time is called by the opposing team or umpire.
FRESHMEN
4:06 Any manager who calls time and goes onto the playing field more than once in one inning,

5:00 REGULATION GAMES
MINORS & FRESHMEN
5:01 It is a regulation game if it is called by the umpire on account of darkness, rain, or other
cause which in the umpire's judgement interfered with further play, provided that: (a) four (4) or
more innings have been played, or (b) three and one-half innings shall constitute a legal game if
the team second at bat will have scored more runs at the end of its third inning, or before the
completion of its fourth inning, than the first at bat scored in its four (4) complete innings.
5:02 In the event that a game is halted before completion of three and one-half or four innings as
outlined in rule 5:01 ; due to rain, darkness, protest, tie, or any other cause, it must be resumed
from the point of termination when the game is rescheduled by league officials, with as nearly the
same line-up as possible. WARNING: DO NOT VIOLATE ANY PITCHING RULE.
5:03 If a team is leading its opponent by at least ten (10) runs at the end of the fourth inning or
any inning thereafter through the sixth inning, the game shall be terminated and the team in front
declared the winner. This rule to apply in all local play and all tournament play.
SOPHOMORES, JUNIORS & SENIORS
5:04 It is a regulation game if it is called by the umpire on account of darkness, rain, or other

innings have been played, or four and one-half innings shall constitute a legal game if the team

5:07 Except 12 & under (6 innings), games shall be seven (7) innings duration. In case the score
is tied at the end of seven (7) innings (6 innings - Minors & Freshmen), the games shall go into
extra innings until a winner is established, or the game is called by the umpire.
6:00 PITCHING RULES
6:01 A pitcher can pitch in consecutive games in the same day, if he does not violate any of the
above rules.
6:02 Any pitcher playing in the same ball game may return to the mound one time. If a game is
delayed for any reason, he may be allowed to continue. WARNING: DO NOT VIOLATE AW
PITCHING RULE OR RE -ENTRY RULE. Refer to rule 3:01 and rule 3:04.
6:03 An inning is interpreted to mean the following: if a pitcher pitches to one man and is
removed from the pitching mound before he is retired, he is only charged with pitching one-third
of an inning. If he is removed after retiring one batter, but after he has pitched to the next batter,
he is charged two-thirds of an inning. If he is removed after he has retired two batters, but after
he has pitched one pitch to the next batter, he is charged with pitching a complete inning. This
rule is to be used both in season play and in tournament play.
6:04 It is not necessary to register pitchers. Any team member may pitch, subject to the other
restrictions of the pitching rules.
6:05 If a pitcher pitches beyond his allotted innings per game, per day, per week or per
tournament because of a double or triple play there is no penalty. (He was legal when pitch was
made.) The pitcher will be removed after the outs are made.
MINORS
6:06 A pitcher is allowed eight (8) innings each week.
6:07 A pitcher may pitch twelve (12) innings in a tournament.
6:08 If any pitcher pitches three full innings and then throws to another batter in the same game or
day, he will not be eligible to pitch until he has had forty-eight (48) hours rest, beginning with the
time he leaves the pitching mound as a pitcher.
6:09 If a pitcher pitches no more than three full innings in any day, he may be used on as many
consecutive days as desired provided he does not exceed the eight (8) innings rule.
6:10 Pitchers are limited to six (6) innings in any one game or day; however, if the game is
interrupted for any reason before becoming official and is postponed for a period of 48 hours or
more, then the same pitcher is allotted a new number of innings not to conflict with the number of
innings per week or per tournament rule. In case of tie, pitcher may pitch seven (7) innings. No
pitcher may pitch over seven (7) innings in one (1) day.
6:11 No pitcher may pitch over 6 innings in one game or day.
FRESHMEN
6:12 A pitcher is allowed eight (8) innings each week.
6:13 A pitcher may pitch fourteen (14) innings in a tournament.
6:14 If any pitcher pitches three full innings and then throws to another batter in the same game or
day, he will not be eligible to pitch until he has had forty-eight (48) hours rest, beginning with the
time he leaves the pitching mound as a pitcher.
6:15 If a pitcher pitches no more than three full innings in any day, he may be used on as many
consecutive days as desired provided he does not exceed the eight (8) innings rule.
6:16 Pitchers are limited to seven (7) innings in any one game or day; however, if the game is
interrupted for any reason before becoming official and is postponed for a period of 48 hours or
more, then the same pitcher is allotted a new number of innings not to conflict with the number of
innings per week or per tournament rules. In case of tie, pitcher may pitch seven (7) innings. No
pitcher may pitch over seven (7) innings in one day.
6:17 No pitcher may pitch over seven (7) innings in one game or day.
SOPHOMORES
6:18 A pitcher is allowed twelve (12) innings each week.
6:19 A pitcher may pitch sixteen (16) innings in a tournament.
6:20 If a pitcher pitches no more than four (4) innings in any day, he may be used on as many
consecutive days as desired provided he does not exceed the twelve (12) innings rule.
6:21 Pitchers are limited to ten (10) innings in any one game or day. However, if the game is
interrupted for any reason before becoming official and is postponed for a period of 36 hours or
more, then the same pitcher is allotted a new number of innings not to conflict with the number of
innings per week or per tournament rules. Thirty-six (36) hours of rest is required.
6:22 No pitcher may pitch over 10 innings in one game or day.
JUNIORS & SENIORS
6:23 A pitcher can pitch fourteen (14) innings each week. This week will begin on the opening
day of the league season. If the season begins on Sunday for example, a pitcher will have from
Sunday through Saturday to pitch fourteen (14) innings. Then on Sunday, he is allotted fourteen
(14) new innings.
6:24 ln tournament play a pitcher may not pitch more than eighteen (18) innings in a tournament.
Once he has pitched eighteen (18) innings in the tournament he cannot pitch any more until the
next tournament.
6:25 If any pitcher pitches four full innings and then throws to another batter in the same game or
day, regardless of whether the batter is retired by the pitch, the pitcher will not be eligible to pitch
until he has had twenty-four (24) hours rest, beginning with the time he leaves the pitching mound
as a pitcher.
6:26 If a pitcher pitches no more than four (4) full innings in any day, he may be used on as many
consecutive days as he wishes, provided he does not exceed the fourteen (14) innings rule.
6:27 Pitchers are limited to ten (10) innings in any one game. However, if the game is interrupted
for any reason before becoming official and is postponed for a period of 24 hours or more, then
the same pitcher is allotted a new number of innings not to conflict with the number of innings per
week or per tournament rules.
6:28 No pitcher may pitch over ten (10) innings in one (1) game or day.
7:00 FORFEITURE AND PROTEST
7:01 Should a question arise as to the interpretation of the playing rules. Only the head coach
may appeal.
7:02 A team failing to field at least nine uniformed players within fifteen minutes after the
scheduled game time shall forfeit the game. A forfeit shall count in league standing. Teams
dropping out of the league will have the results of their previous games discarded.
7:03 A team that does not complete its schedule will not be allowed to put a player on the all-star
team.
7:04 Playing illegal players or pitchers will result in forfeiture of games in which players or
pitchers participate if protested by the opposing manager or coach. Should both teams use illegal
players or pitchers both teams will be credited with a loss. A youth that is not an approved player
on the playing roster is an illegal player. If a player belongs to another Dizzy Dean team or league
and participates in a game in your league he is illegal. A pitcher who has exceeded his allotted
number of innings or who has not had his proper rest is illegal, and the game will be forfeited if
protested. It a manager or coach knowingly plays a player that is illegal after being told to stop
by the local league, District Director, State Director, or a National Director in that state, and
continues playing that illegal player, that team shall lose their franchise.
7:05 An ineligible player is one who is legally a member of the team but who is ineligible to play
or pitch in a particular game or games because of an infraction of the rules, or because of a
previous violation or disciplinary action. It is the duty of the manager to keep a record of his
players and pitchers.
7:06 The playing of an ineligible substitute will result in a protest, if protested by the manager of
the opposing team before the completion of the game. The penalty for the playing of an ineligible
substitute will result in the replaying of the game from the point of the infraction, it the protesting
managers team loses.
7:07 A protest which involves an umpire's judgment may not be made The only legal protest is
one in which a violation of playing rules or the use of an ineligible player or ineligible substitute is
protested.
7:08 The protesting manager on a play situation must immediately notify the
umpire that the game is being played under protest. Failure of the umpire to make this
announcement shall not affect the validity of the protest.
7:09 A protest based on a play situation shall be considered only if it is placed in writing and
submitted to the league president within forty eight (48) hours. A ten ($10) dollar fee must
accompany each protest. This fee will be returned it the committee rules in favor of the protesting
party. The president shall appoint a committee of three (3) impartial managers or coaches from
another league, if possible, to act as the protest committee.
7:10 Protests that are made in tournament play, must be made to the umpire in chief who will in
turn refer the protest to the tournament director. The tournament director and umpire in chief
will then call in the other members of the protest committee. The protest committee in
tournament play shall consist of three (3) members as follows: (a) umpire in chief (or alternate
umpire on the field I the umpire in chief made the call in question), (b) the district director, the
state director or the national president-commissioner or one person appointed by such at their
respective tournament, (c) a third member associated with Dizzy Dean Baseball but not connected
with either team, this member to be appointed by "b" above or his representative. All other
provisions of protests in tournament play to remain the same.
7:11 Tournament protests may be made only on a misinterpretation of a rule and ineligibility of a
player or players. A protest based on the misinterpretation of a rule must be made before the next
legal pitch. All other protests including ineligibility or legality of a player or players, must be
made before the team leaves the playing field. Protests must be made to the umpire in chief. The
protest committee after hearing the protesting manager and the manager of the opposing team
shall make a decision and that decision will be final. There will be no appeal.
7:12 Rained out or otherwise postponed regularly scheduled league games must be played within
seven (7) days, called by the home team and at the convenience of the visiting team. Failure to
comply will result in forfeiture of the game by the home team or they may appeal to the league
president who will then set a time and date for play as nearly as possible to suit the convenience of
both teams.
7:13 In local play only a team may file a protest on the grounds of ineligibility of a player or
pitcher within forty-eight (48) hours after the completion of the game. NOTE: According to the
interpretation of this rule, only the game or games protested will be considered and all protests of
this nature must be within forty eight (48) hours.
7:14 Any team manager or their adult leader who withdraws a baseball team from the playing field
under any circumstance prior to the official completion of the game shall forfeit all rights to
protest as prescribed in the section. He shall also forfeit this game by a score of nine to nothing.
The pitcher will be charged with all innings pitched.
7:15 Any player playing for more than one Dizzy Dean franchised organization will be declared
illegal for tournament play.
8:00 SCHEDULES
8:01 A league is required to play a twelve (12) game schedule to qualify an all-star team for
tournament play.
8:02 Leagues are encouraged to play an eighteen (18) game schedule, exclusive of exhibition and
practice games when possible.
8:03 A team may play a double header, but for ages 12 & under each game should be six (6)
innings in length. Ages 13 and up should be seven (7) innings.
8:04 Under no conditions can league officials set up a schedule of games which would require a
team to play more than two games in one day. A continued game of three (3) innings or less does
not constitute a game.
8:05 Exhibition and practice games are permitted, but all pitching rules must be followed.
8:06 Leagues may play an interlocking schedule.
8:07 Leagues should play at least two scheduled games a week.
8:08 Teams that are in different congressional districts may play in the same league with another
state ff necessary. Also communities that are located on state lines may play in a league with
another state if necessary. Players playing in adjoining states must apply for a release and be
approved by both states on a boundary release form.
9:00 SPECIAL RULES
9:01 No spectator shall be allowed on the playing field during the playing of any game. In the
event that spectators swarm on the playing field during the playing of any game, the umpire in
chief will request that the field be cleared by both managers within five (5) minutes under penalty
of having the game forfeited.
9:02 No adult will be allowed on the playing field during the playing of any game without the
consent of the umpires; and no persons except the officially registered players of the team, the
manager and the coaches will be allowed on the bench or in the dugout during the playing of any
contest.
9:03 At least two umpires shall be furnished for each game. You may use more if they are
available.
9:04 A baseball player, manager, coach, umpire or game official, will not be allowed to use
tobacco products or profanity during the ball game. If, in the opinion of the umpires, a player or
manager or coach or scorekeeper, conducts himself in an unsportsmanlike manner or commits any
act which may maim or injure an opposing player, if deemed deliberate, he shall be removed from
the game. Players that are removed may not return to the game under the re-entry rule. An
ejected player must leave the dugout or bench. When a player or coach is ejected he must sit out
the next scheduled game. The Tournament director shall have the authority to remove any coach
or player for the remainder of the tournament for any flagrant unsportsmanlike conduct.
9:05 All ground rules must be given to the visiting manager and coach. Only those rules will be
honored. You cannot make up ground rules as the game progresses. These ground rules must be
filed with the league president before the schedule begins.
9:06 The home club must have their pitcher warmed up and ready to pitch after eight (8) warm up
pitches, or two (2) minutes, immediately after the umpire notifies the teams to play ball.
9:07 Any runner is out when he does not slide, or attempt to avoid the fielder who has the ball in
the proximity of the base and is waiting to make the tag, or if he maliciously runs into a fielder.
9:08 In Minors three (3) strikes is out even if ball is dropped.
9:09 In Minors, any base runner leaving the base before ball reaches home plate is out (umpires
decision). If a runner misses a base, it will be an appeal play to the umpire. (See appeals and
protests.)
9:10 In Freshmen three strikes is out even if ball is dropped.
10:00 TEAMS
10:01 All ages 9 thru 14 will be allowed 18 players whose names shall be registered with the
league president by May 1 5th.
10:02 Juniors and Seniors 15 thru 18 will be allowed 18 players whose names shall be registered
with the league president by June 10th.
10:03 Ages 10 and under shall have a manager and three coaches. The manager will be
responsible for the team.
10:04 Ages 11 and up shall have a manager and two (2) coaches. The manager will be
responsible for the team.
10:05 Once a player is on a team he is not allowed to transfer from team to team, league to
league, or district to district without written release from the league president and approval of the
state director and the National State Executive Board.
10:06 Managers may not sign new players after May 15th for ages 5 thru 14. A violation of this
rule will make the player ineligible for tournament selections and reason to protest in local league
or tournament play.
10:07 Managers may not sign new players after June 10th for ages 15 thru 18. A violation of this
rule will make the player ineligible for tournament selection and a reason to protest in local league
or tournament play.
10:08 Teams that are now operating under another organizational name that come into Dizzy
Dean Baseball, Inc. program shall be allowed to retain their eligible players who were on the team
roster the year before. The only change you have to make to convert the team into Dizzy Dean
Baseball is to make an application for a franchise and be approved.
10:09 Communities wishing to franchise one league and one all star team 15 thru 18 may do so
with the approval of the state director.
11:00 ALL-STAR TEAMS
11:01 A player must be a member of a franchised Dizzy Dean team and participate in at least one
haft of that teams scheduled games to be eligible for the all-star team. Violation of this rule will
make such all-star team ineligible. Managers are requested to double check player eligibility.
EXCEPTION: A player, injured in play after becoming a member of the team, that is forced to
miss more than half of the games, will be eligible for the all-star team, provided it is agreeable
with all the managers, involved in the selection of the team.
11:02 Each team should have at least one player on the all-star team. It is recommended that the
winning manager of the league, manage the all-star team, and choose his coaches, and the
remaining players he desires to fill out his roster.
11:03 Eighteen (18) players ages 9 and up are allowed. Once a player has been named to the
all-star team, he cannot be replaced unless he becomes sick, injured, or moves away. No player
can be chosen as a bat boy.
11:04 Leagues with more than (8) eight teams or exceeding a player count of 112 players per age
group must have (2) or more all-star teams and be divided into two or more equal leagues.
EXAMPLE: A league with 9 teams of 12 year olds players would have a league of 5 and a league
of 4). However if (2) two age groups such as 11 & 12's are playing together you may exceed the
8 team count and still have (1) all-star team per age group, providing that no age group in the
league has more than 112 players (less than 112 eleven year old and less than 112 twelve year
olds.)
11:05 A league with fewer than eight teams may have one (1) or more all-star teams with the
approval of the state director. Leagues with more than eight teams must have two (2) or more
all-star teams. EXCEPTION: See player count Rule 11:04.
11:06 Should there be nine teams in an area that wanted to play together, to keep from violating
the eight (8) team league rule, you would put four (4) teams in one league and five (5) teams in
another league and play an interlocking schedule. These games played would count in the league
standing for both leagues. Age groups 12 and under: Should your league exceed eight (8) teams
but not exceed 112 total players you may select one all-star team.
11:07 Leagues of the less than four (4) teams that have been approved by the state director may
select an all-star team.
11:08 All players on the senior all-star team may be 18 years old. All players on the junior all-star
team may be 16 years old. All players on the sophomore all-star team may be 14 years old. All
players on the freshmen all-star team may be 12 years old. All players on the minor all-star team
may be 10 years old.
11:09 A league may enter an all-star team or a league winner in tournament play.
11:10 No player may be selected for more than one Dizzy Dean tournament team.
11:11 A player or team cannot participate in two (2) tournaments at the same time. This means
Dizzy Dean and (Babe Ruth, Pony, Dixie Youth, AABC, etc.)
12:00 PLAYER ELIGIBILITY
12:01 Dizzy Dean Baseball, Inc. competition for a players age group shall be open to any
approved youth whose birthday falls before August 1 st of the current year and any approved
youth whose nineteenth birthday falls on or after June the first of the current year, is eligible to
compete in the complete and current Dizzy Dean Baseball season. A player may play up one age
group in local or tournament play. He cannot play down in tournament play. EXAMPLE: A 11
or 12 year old can play with a 13 or 14 year old team. This will be a state option.
12:02 Only approved youth who are amateurs are eligible for Dizzy Dean Baseball competition.
12:03 Amateur is defined here to be in accordance with the rules of the high school athletic
association. NOTE: District presidents or managers in doubt of violating the amateur status of a
player are cautioned to contact their state high school athletic association to ascertain its ruling or
policy which would affect the athlete.
13:00 BIRTH CERTIFICATES
13:01 Dates of birth of players shall be certified by birth certificate or other legally accepted proof of age to a league official, (president), prior to the leagues first regularly scheduled game. All birth and baptismal records must be signed. A photostatic copy is acceptable if signed by proper authorities as a true copy of same. A valid drivers license is an acceptable proof of age.
13:02 Players who cannot furnish birth certificates, or hospital certificates may mail other
documents of proof to the office of the commissioner and the office will mail, if accepted, a
certificate in lieu of same. Baptismal certificates to be accepted only if child was baptized within
the first six years of birth and shows the actual date of birth.
13:03 A photostatic copy of a birth record will be accepted, provided it is stamped and notarized as a true copy of same and signed by one or both of the parents of the player. This requirement will be necessary, if the birth record is a certified copy and was Issued by the state, county, parish, or United States Government.
13:04 Players, not legally adopted, but using a name different from that which appears on the
certificate, will be eligible provided that a notarized statement of this fact is made before a probate
judge or clerk of court, and statement attached to the birth certificate with the signature and seal
of the probate judge or clerk of court.
13:05 Managers of teams participating in tournament play must have in their possession at all
times proof of date of birth as stated above. These records are to be inspected by a credentials
committee, appointed by the tournament director, prior to the tournament. These records are to
be presented at all tournaments.
14:00 PLAYER REGISTRATION
14:01 All leagues participating in tournament play are required to file a roster of players of each
team in each league with the league president, and state director on or before May fifteenth (15)
for players 5 through 14 years of age.
14:02 All leagues participating in tournament play are required to file a roster of players of each
team in each league with the league president, and state director on or before June tenth (10) for
Juniors and Seniors.
14:03 The full name of the player, his date of birth, residence by street road, etc., shall be included
in the registration.
14:04 A youth who does not register in time to participate in player selection systems will be
ineligible to participate unless he was sick or injured (confirmed by doctors affidavft) or a new
resident of the community. New residents following the player selection may be assigned a team
provided all managers of teams participating in the player pool approved the assignment and with
the written consent of the league president.
14:05 The managers or coaches of teams who live outside of territorial limits of the league are
permitted to play their sons or daughters in the league upon the written approval of the state
director. NOTE: This does not include sons or daughters of league officials, scorekeepers, etc.,
only manager and coaches.
14:06 Communities or playgrounds participating in Dizzy Dean Baseball must sanction all teams
in each age group that they choose to participate in. EXAMPLE: If a community or playground
would have enough youths to have five (5) teams of 15-16 year old players they must sanction all
five (5) teams. Violation of this rule could result in the loss of your franchise.
15:00 SELECTION OF PLAYERS
15:01 The state director with the approval of the National State Executive Board will determine
league boundaries from which to select players. When two or more leagues operate within a
certain locale, they may select players from combined areas by agreement of the officials involved,
but all managers must have equal opportunity in the selecting of the players.
15:02 The board of directors of Dean Dean Baseball, Inc. reserves the right to continue as a
player any youth (1) whose residence changes after becoming a member of a team in a league or
(2) who lives outside the league's boundaries even if the youth then resides in the territory of
another league.
15:03 Each league, with the approval of the State Director and the State Executive Board shall
determine its own system of selection of players.
15:04 In the rural areas where four or more small communities come together to form a league, the players within a ten mile area belong to that team. All players outside this area are free players and can play with whatever community they choose.
15:05 All players ages 12 & under, who change franchise D. D. B. B. organizations
without changing their legal residence if the original organization offers their age group, will be
ineligible for tournament play for one year unless prior approval is obtained. Refer to Rules 7:04
and 10:05.
16:00 LEAGUE REGISTRATION
16:01 Each league must be properly franchised in Dizzy Dean Baseball. The team certificate of
entry must be filed and registered in quadruplicate (four copies). The manager will keep one
copy, one copy will be sent to the league president, one copy will be sent to the state director, and
one copy will be mailed to the office of the commissioner at national headquarters.
16:02 These entry forms cannot be mailed later than June tenth (10) of the current year for
Juniors and Seniors, May fifteenth (15) for all other ages.
17:00 TEAM SPONSORS
17:01 Dizzy Dean Baseball teams should be sponsored only by those organizations, firms or
companies whose activities or products are not detrimental to the welfare of the youth.
18:00 ADMISSION TO GAMES
18:01 In order to help defray expenses of winning teams competing in tournaments, it is
recommended that admission be charged in all tournaments and championship series.
9:00 TOURNAMENTS
19:01 (Minors & Freshmen) In all world series and tournament play, in order for a game to
become a complete game, it must be a full six (6) inning contest, regardless of the delay; and no
other tournament game can be started until the completion of the interrupted game. All games
shall be 6 innings duration unless the losing manager wishes to concede without penalty.
EXCEPTION: If a team is leading its opponent by at least ten (10) runs at the end of the fourth
inning or any inning thereafter, the game shall be terminated and the team in front declared the
winner. This rule to apply in all local league play and all tournament play. (FARM LEAGUE see
FARM LEAGUE section and four inning when appropriate.)
19:02 (Soph, Jr, Sr) In all world series & tournament play, in order for a game to become a
complete game, it must be a full 7 inning contest, regardless of the delay; and no other tournament
game can be started until the completion of the interrupted game. All games shall be 7 innings
duration unless the losing manager wishes to concede without penalty. EXCEPTION: It a team is

19:03 In tournament play a pitcher may not pitch more than his maximum number of tournament
innings. Once he has, he cannot pitch again until the next tournament.
19:04 Tournament protests are covered in Section 7:00.
19:05 All-star teams may have eighteen (18) players, one (1) manager and two (2) coaches on the
team for 9 thru 18 years of age, all-star teams for ages 8 and under shall have 14 players one
manager and three coaches.
19:06 All teams participating in tournament play will be required to wear the Dizzy Dean Patch
attached in a manner not to appear temporary and located in the same place on all jerseys.
PENALTY: Violators will not be allowed to play.
19:07 Re-entry substitution will be allowed in all tournament play.
19:08 Tournament affidavits must be filled out by all teams participating in tournament play. This
affidavit will include name, date of birth, age, address of the players, and the name of players
team.
19:09 Each team must have two (5x7) team photographs with the players names written across
the back left to right as they appear in the photograph. A team photograph and a team roster of
the state tournament team must be turned in to the state director on the opening day of the state
tournament. There will be no changes to the roster after the tournament begins. The other
photograph will be kept by the manager. The state director will make arrangements to have teams
picture taken if they arrive at the state tournament without this photograph. State tournament
directors will mail a team photograph and a team roster of all teams in their tournament to the
world series tournament director on the opening day of the state tournament. As soon as a
winner is certain in each state, the state director will telephone, collect, the world series
tournament director and notify him of the winner. This will not cause a delay in having that states
team picture in the program. This will save much time on the part of the program committee.
19:10 Teams participating in tournament play must have a proof of birth, as stated under rule
13:00 Birth Certificates, in their possession. These records are to be inspected by a credentials
committee prior to the tournament. The tournament director will appoint the credentials
committee. These records are to be presented at all tournaments at the request of the tournament
director. Score books from the state tournament will be sent to the world series tournament
director by the state director.
19:11 Once a team has been certified as being eligible for tournament play, the team, as well as
individual players can be questioned and they may be disqualified if in violation of any rule
governing Dizzy Dean Baseball).
19:12 No team will be required to play more than two (2) games in the same day during the same
tournament. EXCEPTION: A continued game of three innings or less will not constitute a game.
For Farm League see Farm League section.
19:13 It is the duty of the manager to keep a record of eligible players and pitchers.
19:14 Beginning with the district tournament, all levels of tournament play must use the officially
approved Dizzy Dean Baseball manufactured by Baden Sports, signed by the commissioner.
19:15 Pitching rules listed in section 6:00 and 7:00 will apply in tournament play.
19:16 Tournaments may be single or double elimination. This is left up to each district and state
tournament. The Dizzy Dean World Series will be double elimination. Use the winners bracket
for single elimination tournaments.
19:17 If a state has only one (1) league that league will be the state champion. If there are two
leagues only, these teams will play a best two out of three series.
19:18 All teams traveling to a tournament shall be required to present proof of the following types
of insurance: (1) Excess Accident Insurance that has a Maximum Medical Limit of at least
$50,000. (2) General Liability Insurance on an Occurrence Form (not claims Made) that has a Per
Occurrence Limit of at least $1,000,000 combined single limits and that does not exclude
"participant liability". If the endorsed Dizzy Dean league insurance policy (see advertisement) is
not carried by such team, their General Liability policy must name Dizzy Dean Baseball, Inc. as
"Additional Insured".
19:19 Tournament directors should obtain the very best umpires for their tournament.
19:20 Tournament brackets will be furnished.
19:21 There will be no designated hitter in tournament play.
19:22 All teams will draw for position in tournament play. The host team will have the choice of
the game time on opening day only, thereafter they will revert to the position drawn.
19:23 If a manager has used all of his eligible players and a player is ejected, injured or becomes ill
and cannot continue, then the OPPOSING MANAGER must select one or more of the players on
the bench who have already been in the game to replace the ejected, ill, or injured player or
players. This only applies to a substitute and not to an ejected player. If there is no one for the
opposing manager to select the game will be forfeited. An injured player that has been replaced
cannot return to the game. WARNING: DO NOT VIOLATE ANY PITCHING RULE.
19:24 All official score books will be collected after each world series and sent with a picture of
the championship team to the administrative assistant of Dizzy Dean Baseball.
PLAYING RULES FOR
DIZZY DEAN BASEBALL, INC. T-BALL
AGES 5-8 YEARS OLD
OPTIONAL: TO BE USED IN LOCAL LEAGUE PLAY
The "T-Ball" division of Dizzy Dean Baseball. Inc. has been organized as a baseball program for
ages 5-6 and designed to have the ball hit off of a tee.
20:00 PLAYER ELIGIBILITY
20:01 Dizzy Dean Baseball, Inc. "T Ball" ages 5 or 6 shall be open to any approved youth,
regardless of sex, color, religion or race, whose 5th and 6th birthday falls before August 1st (first)
of the current year.
21:00 EQUIPMENT
21:01 The officially adopted ball for the 5-6 age group will be the officially approved Dizzy Dean
Baseball manufactured by Baden Sports, signed by the Commissioner.
21:02 Tennis shoes or baseball shoes with RUBBERIZED cleats may be worn. NO METAL OR
PLASTIC CLEATS. Shirts must be tucked in.
21:03 Approved (unaltered) baseball bats, wood or aluminum, any size may be used.
21:04 All batters and runners must wear batting helmets. Chin straps must be worn with all types
of helmets. Any player running the bases and deliberately removing his headgear in the umpires
judgment should be given a warning and on any subsequent offense will be called out. Wrap
around types may be used but must have a crown protective insert and chin strap.
21:05 Catcher must wear a helmet.
21:06 Equipment must be kept in the dugout.
21:07 Approved batting tees (unaltered) will be provided by each team.
21:08 Approved helmets meeting safety requirements will be furnished by each team.
21:09 A first baseman's mitt may be used by the first baseman and the catcher only.
22:00 PLAYING FIELD
22:01 The coaches box is to be a minimum of three (3) feet wide and six feet long and no closer
than (6) six feet to the base path.
22:02 There will be a twenty (20) foot chalked arc from the first base line to the third base line
drawn from the back point of home plate. The ball must be on or past this line to be fair, if not it
will be a foul ball. The ball is fair 9 it hit inside the arc and travels beyond the arc line. HITTING
OF THE TEE WILL IN NO WAY BE A DETERMINING FACTOR AS TO WHETHER THE
BALL IS FAIR OR FOUL (ONLY THE 20 FOOT ARC) IF THIS BALL IS STRUCK. If the
ball is missed completely, but still comes past the arc, because of the striking of the tee, it will be a
strike.
22:03 Forty (40) ft. lines will be drawn on the foul lines between home and first (1st) and between
home and third (3rd). Infielders must stay behind these lines until the ball is hit. PENALTY:
Offensive team gets choice of the play or re-bat.
22:04 Batters' boxes will be drawn 3 ft. wide and 6 ft. long and positioned 4 inches from the edge
of the plate. There should be 3 feet in front and 3 feet in back of the middle of home plate.
22:05 The pitching rubber is thirty-nine (39) ft. from the back point of home plate to the front of
the pitching rubber.
22:06 The base paths will be fifty (50) ft.
22:07 The playing field should be a recommended minimum distance of 120 ft. and a maximum of
140 ft.
22:08 There will be a four (4) ft. line drawn ten (10) ft. on the second (2nd) base side of first (1st)
base, third (3rd) base side of second (2nd), and home plate side of third (3rd) base to be used by
the umpires in determining when time should be called.
23:00 OFFENSE
23:01 The batting order shall consist of nine (9) batters. The offense will have three outs or bat
nine (9) batters per inning. No batter shall bat twice in one inning. (Unless a batting out of order
occurs.)
23:02 Base coaches shall remain in their coaching boxes at all times, unless play dictates
otherwise There may be a batting coach behind home plate in the designated area. Batting
coaches may position the batter and adjust the tee one (1) time for each batter. PENALTY:
Batter is out the coach resets the tee or batter.
23:03 The tee will be removed by the umpire after each batter
23:04 Four innings is a complete game, unless tied or mathematically impossible for one team to
catch up.
23:05 After one (1) warning per game per player for slinging his bat, the batter will be called out
for each additional time that he stings his bat.
23:06 Batter is out if he touches the ball that is declared a foul ball or a dead ball.
23:07 Bumping the ball off the tee during warm-up is not a strike and will be called a no-pitch by
the home plate umpire.
23:08 The batter will receive three (3) strikes before being called out, any of the following will result in a strike being called on the batter:
A. In the judgment of the umpire the batter misses the ball completely.
B. The batter fails to hit the ball past the 20 ft. arc on the 1st and 2nd hit resulting in the ball being called foul.
C. Any foul ball before the third strike,
23:09 Any ball struck and carries on or past the 20 ft. arc shall be a fair ball, if the ball is touched
in fair territory or passes first or third before going foul, even though part of the tee may have
been struck. NOTE: Any ball in the judgment of the umpire that carries past the 20 ft. arc, but
was not touched by the batter's bat will be called a strike.
23:10 NO BUNTING will be allowed, half-swings, as judged by the umpire, will be called a bunt.
PENALTY: A strike will be called on the batter. If on the third strike, the batter will be called
out.
23:11 A batter cannot be out of the batter's box when the ball is hit. This includes stepping on
home plate. PENALTY: Batter is out.
23:12 If a runner leaves the base before the ball is hit he/she will be called out.
23:13 Any offensive coach physically assisting a base runner while the ball is in play will result in
that runner being called out.
23:14 Offensive team may have one (1) time out per batter, but cannot reset the batter or the tee
during this time out.
23:15 The batter may adjust his tee himself, if he so decides or the batting coach may ask the
home plate umpire to adjust the tee for the batter with no penalty.
23:16 There will be automatically two (2) outs, when the ninth (9th) batter comes to the plate,
any out made including touching home plate will be considered the third (3rd) out of the inning.
NOTE: The offensive team or scorekeeper must notify the umpire when the ninth (9th) batter
comes to bat and the umpire shall notify the defensive team. PENALTY: The defensive team gets
the choice of the play or rebat.
24:00 DEFENSE
24:01 There will be nine (9) players on defense There will be five (5) set infielders that must
remain in the infield until the ball is hit. Outfielders must remain twenty (20) feet behind the base
lines until the ball is hit. PENALTY: The offensive team gets a choice of the play or re-bat.
24:02 The pitcher must have one (1) foot in contact with the rubber, when the ball is hit.
PENALTY: The offensive team gets a choice of the play or re-bat.
24:03 Time is automatically called by the umpire when the lead runner is faced off and/or forced
into the ten (10) ft. designated line at the base. NOTE: The umpire should not be too quick to
call time, if the lead runner is not faced off the umpire should allow the offensive coach time to
react to the situation and run his runners if he decides.
24:04 NO ROLLING of the ball intentionally will be allowed. No outs will be allowed
by rolling the ball. Runners will automatically be safe if defensive team rolls the ball.
24:05 Appeals will be made by the head coach after time has been called and before the ball is
returned to the tee by the home plate umpire. The coach will notify the umpire involved of his
appeal of what runner and what base. NOTE: For the purpose of the appeal play, returning the
ball to the tee by the home plate umpire will be the same result as the next pitch being thrown.
24:06 Overthrows inside the fence will be a live ball and allow the base runner as many bases as
possible. Overthrows outside the field of play will be declared a dead ball and bases awarded
under the rules of regular baseball.
24:07 If a catcher is not used, he can be used as a fourth (4th) outfielder. If a catcher is used, he
must wear a protective helmet, but not the full catcher's outfit.
24:08 A caught fly ball will be played the same as regular baseball and play is not dead unless the
ball is hit by the ninth (9th) batter of the inning.
24:09 One defensive coach may be out of the dugout at the open end to instruct his defensive
players. OPTION: The defensive team may have a defensive coach on the first (1st) base foul line
and third (3rd) base foul line thirty (30) ft. from the base path and 6 feet of the foul line.
24:10 The infield fly rule will not be in effect.
25:00 MISCELLANEOUS
25:01 Substitutes should be announced by the official scorekeeper, but failure to do so will not
make the substitute illegal. Substitutes will be considered in the game according to the Substitute
rules of Dizzy Dean Baseball and the rules of regular baseball.
25:02 Age verification will be shown at the credentials meeting prior to all tournaments. Players
may not be seven (7) years old prior to August 1 of that year.
25:03 If a player is injured by being hit in the face, throat or head TIME WILL BE CALLED
IMMEDIATELY and all players awarded one base. Any other injury deemed serious enough in
the judgement of the umpire will be handled in the same manner. The coach must not enter the
field until time is called. NOTE: This is a judgment call and cannot be appealed. An injured
player who was been replaced cannot return to the game.
25:04 All teams participating in tournament play will be required to wear a Dizzy Dean Patch in
the same place on each players jersey attached in a manner not to appear temporary. A number
must appear on the back of the jersey. PENALTY: The player will not be allowed to play.
25:05 Teams may play more than two games in one day with the approval of the Dizzy Dean
Tournament Director.
FARM LEAGUE 5-8 YEARS OLD

The Farm League division of Dizzy Dean Baseball, Inc. has been organized as a baseball program
for youth whose 5th, 6th, 7th, or 8th birthday falls before August 1st (first) of the current year.
Rules set forth in this book shall govern all tournament play. It is suggested that individual
leagues follow these rules in local league play; however, they may be adapted to fit local league
play at the option of each individual league.
31:00 GENERAL RULES
31:01 Each team will be allowed four (4) adults in the dugout, one (1) manager and three (3)
coaches.
31:02 Two adults may coach the bases if they choose to do so. In all tournament play, district,
state and world series, coaches must wear a full baseball uniform that matches and coordinates
with their team's uniform as close a possible. Coaches must wear a complete baseball uniform
(not coaching shorts or trouser).
31:03 Each team shall consist of a maximum of fourteen (14) uniformed players whose names
shall be registered on league roster forms.
31:04 Managers may not sign new players after May 15. A violation of this rule will make the
player ineligible for tournament play.
31:05 A player must be a member of a franchised Dizzy Dean program and participate in at least
one-half of the teams scheduled games to be eligible for the all-star team.
31:06 Dates of birth shall be certified by birth certificate prior to tournament play. A photostatic
copy, properly signed by the parent as a "true copy" and notarized will be acceptable. These
records must remain with the manager throughout the tournament.
31:07 All players must be in full baseball uniform. (Cap, numbered shirt, pants, socks). Numbers
must be on the back of the jersey.
31:08 In all tournaments all teams will be required to wear the Dizzy Dean Should Patch on the
same shoulder or same place on each players jersey. Patch must be attached in a manner not to
appear temporary. PENALTY: Player will not be allowed to play.
31:09 All teams traveling to a tournament will be required to have an insurance policy covering
players and managers. SEE COMMON RULE 19:17.
31:10 A team failing to field at least eight (8) uniformed players within fifteen (15) minutes after
scheduled game time shall forfeit the game.
31:11 Playing illegal players will result in forfeiture of the game. Any player playing for more
than one franchised Dizzy Dean organization will be declared illegal.
31:12 An ineligible player is one who is legally a member of the team but who is ineligible to play
in a particular game or games because of an infraction of the rules, or because of a previous
violation or disciplinary action. It is the duty of the manager to keep a record of his players and
pitchers.
31:13 The playing of an ineligible substitute will result in a replay of the game from the point of
the infraction. (An ineligible sub is a player who is not a starter but one who has been in the game
and removed.)
31:14 If a manager has used all of his eligible players and a player is injured, becomes too sick to
continue, or is ejected; the game will not be forfeited. In the case of an injured or sick player, the
OPPOSING MANAGER must select as a replacement one of the players on the bench who has
already been in the game. In the case of an ejected player, he shall simply be scratched from the
lineup and the team will play with a player short. No out shall be charged when that player would
have batted. An injured player who has been replaced cannot return to the game.
31:15 No spectator shall be allowed on the playing field during the playing of the game.
31:16 Only officially registered players of the team, the manager and coaches will be allowed on
the bench during the game.
31:17 If any player, manager or coach conducts himself/herself in an unsportsmanlike manner
he/she shall be removed from the game and playing field. This includes the baiting or heckling of
umpires and opposing players from the bench.
32:00 EQUIPMENT
32:01 Tennis shoes with RUBBERIZED cleats may be worn. NO METAL OR PLASTIC
CLEATS.
32:02 Approved (unaltered) baseball bats, wood or aluminum, any size may be used.
32:03 All batters and runners must wear batting helmets with a chin strap and should use a
protective face mask at bat. Any batter who bats without his headgear is out after the first (1st)
pitch. Any player running the base who deliberately removes his headgear in umpires decision is
out. EXCEPTION: Home run over the fence or time out.
32:04 Catcher must wear face guard and helmet. Chin strap not required.
32:05 Equipment must be kept in the dugout.
32:06 A first (1st) baseman's mitt may be used by the first (1st) baseman and the catcher only.
33:00 PLAYING FIELD
33:01 The coaches box is to be a minimum of 3 feet wide and 6 feet long and no closer than 3 feet
to the base path.
33:02 The pitching circle will be ten (10) feet in diameter and the center will be forty-six (46) feet
from the back of home plate.
33:03 There will be a twenty (20) toot chalked arc from the first (1st) base line to the third (3rd)
base line in front of home plate. The ball must be on or past this line to be fair, if not foul ball.
33:04 Halfway/safety arc (30 feet) will be drawn from first baseline to third baseline, in front of
home plate. Infielders must stay behind this arc until ball is hit. PENALTY: Offensive manager
gets choice of result of play or a re-pitch.
33:05 Recommended minimum home run distance will be 140 feet.
34:00 OFFENSE
34:01 In tournament play an offensive batter will receive five (5) pitches before being declared
out. He/she may be called out on three (3) swinging strikes. If fifth (5th) pitch is fouled he/she
may continue to bat. If fifth (5th) pitch is fouled and caught it is an out. If the 5th pitch or 3rd
strike is hunted foul the batter is out.
34:02 After one warning per game per player for slinging his bat, the batter will be out, a dead ball
called, no runners can advance.
34:03 Any base runner leaving the base before ball reaches home plate is out (umpires decision).
If a runner misses a base, it will be an appeal play to the umpire. (See appeals and protests.)
35:00 DEFENSE
35:01 Only ten (10) players on the field. Four (4) outfielders twenty (20) feet behind base path
until ball is hit.
35:02 If a team has less than ten (10) players, the manager may decide which position(s) to leave
vacant on defense. EXCEPTION: Pitcher and catcher.
35:03 The defensive player listed as pitcher will stay in the ten (10) foot circle until ball is hit.
He/She can have one foot outside of the circle. PENALTY: Offense gets choice of play or rebat.
35:04 No infield fly rule.
35:05 Play shall not be stopped by the defensive team heading off or stopping the front runner.
Any other runner may continue at his/her own risk. Any play made on a runner other than the
front runner will release the front runner. Other runners may continue.
35:06 One defensive coach maybe out of the dugout at the open end to instruct his/her defensive
players. Five & six year olds may have two (2) coaches in the outfield behind the twenty (20)
foot line. No coaches or parents will be allowed to coach from off the playing field.
35:07 No rolling of the ball intentionally will be allowed. No outs will be allowed by rolling the
ball. Runners will automatically be safe 9 the defensive team rolls the ball.
36:00 PITCHING RULES
MACHINE PITCH
36:01 An offensive coach will operate the pitching machine and pitch to his own batters. He/She
may only talk to the runner between home and first base and between third base and home while
the ball is in play. PENALTY: After one warning the coach will be replaced.
36:02 Any batted ball that hits the pitching coach or pitching machine will be a dead ball and a no
pitch. If the coach intentionally (in umpires judgement) allows the ball to hit him/her the batter
will be out and a dead ball called. No runner may advance.
36:03 The pitching machine will be set at 36 MPH +/-1 MPH.
36:04 The defensive player listed as pitcher will stay in the ten (10) foot circle until the ball is hit
He or she may have one foot outside of the circle. PENALTY: The offensive team gets the
choice of the play or rebat.
COACH PITCH
36:05 An offensive coach will pitch to his/her own batters. The coach may only coach the batter
until he reaches first base or after he leaves third base. The coach will be replaced after one
warning of a violation.
36:06 The pitcher may pitch anywhere from the front of the 20 foot foul arc. He/She must keep
one foot on or astraddle the line. He/She may pitch overhand or underhand to the 6&7 year olds.
He/She must pitch overhand to the 8 year olds. PENALTY: For not standing on or astraddle the
line the defensive team gets the choice of the play or rebat.
36:07 Any batted hall that hits the pitching coach will be a dead ball and a no pitch. It the
pitching coach intentionally (in the umpires judgement allows the ball to hit him/her the batter will
be out and a dead ball called. No runner may advance.
36:08 The offensive coach (pitcher) must attempt to leave the field and try to pick up the batters
bat. The offensive coach (pitcher) that does not attempt to get off the field or interferes with the
defensive player to keep him/her from making a play will cause the batter to be out. No runners
may advance.
36:09 Teams may play more than two games in one day with the approval of the Dizzy Dean
Tournament Director.
PLAYER PITCH
36:10 A pitcher can pitch six (6) innings each week.
36:11 A pitcher may pitch ten (10) innings in a tournament.
36:12 If a pitcher pitches no more than three (3) full innings in any game or day he may be used
on as many consecutive days as desired provided he does not exceed six (6) or ten (10) innings.
See rules 6:09 and 6:10.
36:13 Team managers are encouraged to use seven (7) year old pitchers as often as possible.
37:00 MISCELLANEOUS
37:01 There will be a maximum of one offensive and one defensive time out per inning with each
time out being no more than one (1) minute in length. The scorekeeper will keep a log of
time-outs.
37:02 A game will be six (6) innings. The game will be called after four (4) complete innings if
one team is ahead by fifteen (15) or more runs.
37:03 The umpire may call time-out for injury or protest. These time-outs will not be charged to
a team.
37:04 If a player is injured by being hit in the face, throat or head, time will be called immediately
and all players awarded one base. Any other injury deemed serious enough in judgement of the
umpire will be handled in the same manner. The coach must not enter the field until time is called.
NOTE: THIS IS A JUDGEMENT CALL AND CANNOT BE APPEALED OR PROTESTED.
37:05 Any game called for bad weather after three (3) complete innings will be considered a
complete game. If interrupted before three completed innings the game will be rescheduled at the
point of interruption. Tournament play will be six (6) full innings always.
37:06 Ground rules will be covered and agreed upon between coaches and umpires before each
game.
37:07 Dizzy Dean Baseball is played under re-entry substitution in all local league and all
tournament play. Any starting player (pitcher included) may be removed from the game by being
replaced legally with a substitute, and then return to the lineup one time; however, he must
replace the first player that replaces him and be inserted in the same position in the balling order
that he possessed at the start of the game. The player may return to the lineup at any time, on
offense or on defense, this includes all games. Once the substitute has been removed from the
game he cannot return. He can make only one appearance in the game. EXCEPTION: If a
manager has used all of his eligible players and a player is ejected, injured, or becomes ill and
cannot continue, then the OPPOSING MANAGER must select one or more of the players on the
bench who have already been in the game to replace the ejected, ill, or injured player or players.
This only applies to a substitute and not to an ejected player. It there is no one for the opposing
manager to select then the game will be forfeited. An injured player who has been replaced
cannot return to the game. WARNING: DO NOT VIOLATE ANY PITCHING RULE.
37:08 There is a maximum of seven runs per inning including tournament play.
37:09 No spectator shall be allowed on the playing field during the playing of any game. In the
event that the spectators swarm on the playing field, the umpire in chief will request to the
managers that the field be cleared within five (5) minutes under penalty of having the game
forfeited.
37:10 No adult will be allowed on the playing field during the game without the consent of the
umpires. No persons except the officially registered players of the team, the manager and the
coaches shall be allowed on the bench during the playing of any contest.
37:11 A baseball player shall not be allowed to smoke, or use tobacco products. THIS
INCLUDES ALL COACHES, UMPIRES AND GAME OFFICIALS ON THE PLAYING
FIELD.
37:12 If in the opinion of the umpire a player, manager, coach or scorekeeper, conducts
his/herself in an unsportsmanlike manner or commits any act which may maim or injure an
opposing player, if deemed deliberate, he/she shall be removed from the game and not be allowed
to return until its completion. If said person continues unsportsmanlike conduct, such as heckling,
or batting the umpire he/she shall be removed from the park.
37:13 ALL-STARS: A four (4) to eight (8) team league may have one (1) or more all-star teams
with the approval of the state director. A league with nine (9) or more teams must have two (2)
or more all-star teams. Should there be nine teams in an area that want to play together; to keep
from violating the 8 team league rule, you will designate at the beginning of the season how these
teams will be grouped for the all-star selection. You would place 4 teams in one league and 5
teams in another league and play an interlocking schedule. All games played would count in the
league standing for both leagues. Should your league exceed 8 teams but not exceed 112 players
per age group you may select one (1) all-star team.
37:14 Any runner is out when he/she does not slide or attempt to avoid the fielder who has the
ball in the proximity of the base and is waiting to make the tag or if he/she maliciously runs into a
fielder.
38:00 APPEALS AND PROTESTS
38:01 If a question should arise as to the interpretation of the playing rules, only the head coach
may appeal.
38:02 An appeal play will be handled in this manner. The manager will make his/her appeal to the
plate umpire, who will consult the base umpire. The manager must identify the correct player by
name or number and also the correct base involved in the play, no second chance if he/she names
the wrong player or base. If he/she is correct, the base runner is out.
38:03 If any coach should protest the game he/she should make this known to the head umpire
and scorekeeper. Protest should be settled before the next pitch.
38:04 In league play the protest must be in writing and accompanied by $25 within forty eight
(48) hours of the incident to the league president. If the protest is lost the $25 will go to the
league. If the protest is won the $25 will be returned to the manager.
38:05 Protest in tournament play must be made to the umpire in chief. Protest must be ruled on
before the game will be allowed to continue.
38:06 Protest may be made only on a misinterpretation of a rule and ineligibility of a player or
players. All protests must be made to the umpire in chief immediately after the occurrence and
before another legally pitched ball. A protest which involves an umpire's judgement may not be
made. The only legal protest is one in which violation of playing rules or the use of an illegal,
ineligible player or an ineligible substitute is protested.
39:00 TOURNAMENTS
39:01 District, state, and world series tournaments will be held each year. Each tournament will
have three (3) separate age groups, (6, 7 and 8).
39:02 Players may participate up in an older age group, but will not be allowed to participate in a
lower age group.
39:03 A player must be a member of a franchised Dizzy Dean program and participate in half
(112) of his/her teams scheduled league games to be eligible for the all-star team.
39:04 Dates of birth shall be certified by birth certificate prior to tournament play. A photostatic
copy, properly signed by the parent as a 'true copy' and notarized will be acceptable. These
records must remain with the manager throughout the tournament.
39:05 All teams traveling to a tournament shall be required to present proof of the following types
of insurance: (1) Excess Accident Insurance that has a Maximum Medical Limit of at least
$50,000. (2) General Liability Insurance on an Occurrence Form (not claims Made) that has a Per
Occurrence Limit of at least $1,000,000 combined single limits and that does not exclude
"participant liability". If the endorsed Dizzy Dean league insurance policy (see advertisement) is
not carded by such team, their General Liability policy must name Dizzy Dean Baseball, Inc. as
"Additional Insured".
39:06 Each team entering a draw for a tournament slot must deposit $25.00. This will be
returned after the team is eliminated from the tournament.
39:07 The HOST team for the STATE TOURNAMENT will be allowed to participate in the
district tournament.
39:08 TROPHIES: The HOST team will furnish the trophies for the DISTRICT, STATE, AND
WORLD SERIES CHAMPIONSHIPS. Trophy sizes will be: 1st place (24-32'); 2nd Place
(20-24"); Individual trophies for 1st place (6-8"). The state will furnish the STATE
CHAMPIONS with T-shirts and certificates. The host will furnish the WORLD SERIES
CHAMPIONS AND RUNNERS-UP with T-shirts and certificates.
39:09 All members of an all-star team will receive a trophy or certificate for state and world series
tournament.
39:10 You may replace a player on the all-star team if a player quits or becomes injured with a
written statement from the league president. Once a tournament starts You cannot select a player
as a replacement before the next tournament starts.
39:11 In all world series and tournament play, in order for a game to become a complete game, it
must be a full six (6) inning contest, regardless of the delay; and no other tournament game can be
started until the completion of the interrupted game. EXCEPTION: If a team is leading its
opponent by at least fifteen (15) runs at the end of the fourth inning or any inning thereafter, the
game shall be terminated and the team in front declared the winner. This rule to apply in all local
play and all tournament play.
39:12 Tournament protests are covered in rules 38:05 & 38:06.
39:13 All-star teams may have fourteen (14) players, (1) manager and three (3) coaches on the
team.
39:14 All teams participating in tournament play will be required to wear the Dizzy Dean patch in
the same place on each players jersey attached in a manner not to appear temporary.
39:15 Reentry substitution will be allowed in all tournament play.
39:16 Teams as well as individual players eligibility can be questioned and they may be
disqualified if in violation of any rule governing Dizzy Dean Baseball.
39:17 No team will be required to play more than two (2) games in the same day during the same
tournament unless approved by Tournament Director.
39:18 Beginning with the district tournament, all levels of tournament play must use the officially
approved Dizzy Dean Baseball manufactured by Baden Sports and signed by the commissioner.
39:19 Tournaments may be single or double elimination. This is left up to each district and state
tournament. The Dizzy Dean World Series will be double elimination. Use winners bracket for
single elimination.
39:20 All teams will draw for position in tournament play. The host team will have the choice of
the game time on opening day only, thereafter they will revert to the position drawn.
39:21 If a manager has used all of his eligible players and a player is ejected, injured or becomes ill and cannot continue, then the OPPOSING MANAGER must select one or more of the players on the bench who have already been in the game to replace the ejected, ill or injured player.
