4. Matters arising

  1. Byley – IMM reported some further financial contributions; decision had to be made next week about application for Judicial Review because of costs issues
  2. Insurance – Clerk to report back when insurers respond and any changes to be implemented on renewal in 2003

5. Financial report / update

Clerk reported on current balances and estimated balances at year end which were relevant to later discussion on budgets

 
     

6. Twinning Association

Resolved Council proceed with interest free loan to Twinning Association for one year – on the basis that Council instrumental in forming the Association and has maintained a non-controlling interest since; the Association to be encouraged to reform its financial position and to apply to CBC Grants Panel

7. Minibus Association

Resolved Council proceed with interest free loan to Minibus Association for three months

Association wished to apply for Rural Transport Grant – further details required

Resolved:

HC & District Minibus Assoc. – Loan 7,500.00

10. Budgets

Committee reviewed recommendations of A&P and T&P and reviewed its own budget figures. Particular consideration given to:

  • letter from CBC about costs of Cranage Playing Pitches
  • river crossing
  • planning appeals
  • village centre improvements

Resolved recommend:

  1. Budget totalling £116,000 be approved (details set out in schedule attached to minutes)
  2. Precept be fixed at £16,000 (no increase)

11. Planning applications

Chairman asked committee to consider planning applications because this was the last meeting before Christmas holiday

Resolved:

35222/3 – 17 Crofters Court – Access – Object because access considered dangerous, it has caused complaints, it only came into regular use when complaints started, Highways Department did not consider it acceptable, property has existing access off Crofters Court

35231/3 – 2 Rydal Close – Extension – No objection

35253/9 – Cotton Farm – Illuminated signs – Object to illumination which is not appropriate because property opposite to residential properties and also on the edge of open countryside

 
     

12. Members’ items

  1. Golden Jubilee – IMM reported that schools intended to proceed but HC Primary School may prefer shrubs and a seat
  2. Byley Planning Appeal – IMM reported that Scottish Power had drawn attention to Parish Councils who had not objected application for brine extraction in 2001 – including HC. Noted that HC not being a statutory consultee had not been aware of the application
  3. Cranage Playing Fields – Further meeting to be held on 14-01-02 – SJM able to attend – Clerk to make arrangements
  4. Puffin crossing Chester Road – Concern expressed about position of proposed crossing near to Selkirk Drive junction – refer to next T&P

13. Date of next meeting

Clerk returning from holiday on day of next meeting. Agreed separate meeting of Finance Committee not required because of progress made at this meeting. Clerk to prepare detailed report for full Council meeting which should proceed, main business being to consider budget and precept recommendations
