4. Matters arising

  1. Skateboarding – Various members had attended meeting of Youth Forum on 31-10-02. No progress had been made on identifying sites
  2. Village centre improvements – Clerk endeavouring to arrange further meeting with Marshalls
  3. Cranage playing pitches – Meeting at CBC on 11-11-02 – Clerk to arrange attendance
  4. Meeting with John Gray – TJH reported last meeting of Joint Highways had discussed "Safer routes to schools" and this was an important issue. Clerk had receiver information from CCC which ACR agreed to review and to report to next T&P
  5. Dane valley – Chairman had taken photos which would be available for next A&P
  6. Golden Jubilee trees – IMM reported on progress
  7. Proposed tipping at Kinderton – TJH reported that planning application was imminent. Agreed that this would need to be considered carefully because of local concern
  8. Mini-bus Association – Presentation of new vehicle to take place on 28-11-02

review

Council considered action taken since last cycle of meetings and outstanding items from last Finance Committee to be completed by Clerk. A lot of time had been taken on work on Byley planning appeal

TJH reported following items would be included in next agenda for Joint Highways:

  • Middlewich Road safety issues
  • Pedestrian crossings

KO reported that CCC would continue to meet costs of venue for planning appeal

Resolved:

35056/3 – 21 Daresbury Close – Extension – no objection

35058/3 – 3 Bromley Drive – Bay window – no objection

35059/3 - 29 London Road – Hot food takeaway – object because it would mean the loss of a normal retail outlet, there is an adequate supply of facilities in the village and further provision would encourage litter and associated problems

35080/3 – 8 Grassmere Drive – Conservatory – no objection

35101/3 – Dunkirk Farm – 5 residential units – no objection provided improved access is formed

12. Byley

Council considered report of CAP meeting held on 04-11-02 called as a result of CCC announcement that they would not call evidence at inquiry. Main points of meeting were:

  • Advice from CAP advisers that they should continue to appear at the appeal and to offer evidence because of rule 6 status; no risks of a costs order if CAP continue
  • Overwhelming support at meeting for continuation
  • Some promises of financial contributions and actual payments from individual Councils and from RAP; Cranage Parish Council had accepted responsibility to meet all remaining costs if necessary by borrowing or raising a large precept

Resolved:

  1. Report be received
  2. Involvement should continue

13. School Governors

IMM reported the following on HC Primary School:

  • New hall extension nearly complete
  • Celebrations for 40 years since school opened
 
     

14. Sandbach Almshouses Charity

DRP reported on last meeting of trustees

 
     

15. Twinning Association

Chairman reported on successful visit from Bessancourt including choir. Agreed letter of congratulations and thanks should be sent to David Savage and Committee for their hard work bearing in mind the pessimism at last AGM

  1. JR had circulated report of last Police Forum
  2. CAT were active in village and visible regularly
  3. Discussion with Superintendent Tim Jackson at last T&P noted

Members reminded of service to be held 10-11-02 – parade at 9.15 a.m.

  3. Telephone kiosk – Village Centre – Clerk to enquire why it has been removed
