  1. Byley Gas Plant – Council’s objections acknowledged by CCC and MP
  2. Cups – Mrs Dear had offered to bring cups to APM
  3. Dr Picton – Condolence letter acknowledged by daughter
  4. Village centre and Cheshire B.S. ramp – Clerk reported on correspondence – to be referred to T&P
  5. Planning Forum – IMM reported on meeting and produced information for circulation
  6. Tax – Clerk reported on adjustments required which should be cleared before next meeting

5. Standing Orders

Resolved draft standing orders recommended by Finance Committee be adopted and circulated to all members by Clerk

6. Code of Conduct

Council considered information (including model code) circulated to members and recommendation of Finance Committee 07-02-02

Resolved Model code of conduct be adopted.

Members present completed the necessary declarations and registers.

Agreed Clerk make arrangements for members not present to complete declarations and registers and thereafter Clerk to undertake his duties in making returns to the Monitoring Officer and Standards Board.

7. Performance review

Council considered action taken since last cycle of meetings.

 
     

8. Golden Jubilee

  1. Event – APM would be last opportunity for local organisations to organise a village event – Clerk to remind all concerned of meeting date
  2. Schools – IMM and PJG reported matters still being discussed
  3. Memorial for village centre – Clerk reported on progress with CBC and need to finalise matters with Village Volunteers

14. Borough Council matters

  1. RCP reported on CBC budget emphasising additional finance for community wardens and street cleansing
  2. JR reported approval of loading and unloading restrictions approved and would be advertised shortly

15. County Council matters

KO reported on the following:

  1. Update on Byley Gas Plant application – likely to be determined in May; view that there would be a public inquiry whatever decision made
  2. New Council structure operative from 01-03-02

School Governors

  1. HC Primary – Report from IMM – good Ofsted report; hope to start work on hall extension in May
  2. Hermitage - Report from PJG – funding obtained for extension work during summer holiday; new deputy head appointed
 
     

 

17. Sandbach Almshouses Charity

Clerk reported routine meeting of trustees had been held. Year end accounts approved

 
     

18. Twinning Association

Clerk reported on AGM. Association to continue but committee to consider change of emphasis to enabling contact between communities rather than concentrating on family links. First committee meeting to be arranged after Easter

 
     

19. School security

System now allowed for doors to be unlocked during meeting thus allowing public access. Agreed school safety must be respected

 
     

20. Police

  1. Custody suites – Further rumours reported – agreed Clerk enquire again
  2. CBC Area Meeting – To include police presentation
  3. Village centre – YDM reported problems last weekend and further threats for coming bank holiday weekend. Agreed Clerk e-mail police

21. Members items

  1. Church View – Clerk to report further potholes requiring attention and lack of street sweeping
  2. Manor Lane – RCP reported Clerk would be receiving response from CBC confirming B1 and B8 uses
  3. Grass verge outside police station – Reinstatement required
  4. Mini-bus Assoc. – Funding obtained to buy new vehicle
